The head of the Ministry of Health and Social Development Tatyana Golikova expresses extreme concern about a high number of abortions in the country, reports Echo of Moscow. At a meeting of the Council for the implementation of priority national projects and demographic policies, she stated that in 2008 the number of abortions - 1.236 million - was comparable with the birth rate for that period. According to the minister, a reduction in the number of abortion is a significant reserve for increasing the birth rate in the country.
Golikova also noted that, starting in 2008, the number of women of reproductive age began to decline and this reduction will continue. After 2010, the small contingents of born in the 1990s will begin to enter the active reproductive age (20-29 years). According to Golikova, the share of 20-29-year-old women in the total population will decrease from 8.6 percent in 2009 to 7.2 percent by the beginning of 2015, 5.2 percent-by the beginning of 2020, 4.8 percent-by the beginning of 2025.
Therefore, now the Ministry of Health and Social Development proposes to conduct an in-depth medical examination of 14-year-old adolescents, during which their reproductive functions will be assessed. According to RIA Novosti, individual treatment programs will be developed on the basis of medical examinations. According to Golikova, such a medical examination will be held in Russia since 2011 as part of the National Project "Health". 2.603 million children of adolescence will be examined over the year. In 2011-2015, 4.9 billion rubles are needed to medical examination of adolescents to protect reproductive health, the ministry believes.
At the same meeting, the leader of the LDPR Vladimir Zhirinovsky expressed the idea that women who want to have an abortion need to offer 100 thousand rubles in exchange for a child. This is reported by Interfax. “I assure you, half of the women who were going to terminate the pregnancy will agree to this. She does not terminate the pregnancy and gives the child to the state, while maintaining her health, and we give her money,” Zhirinovsky said. He proposed to allocate the same amount to men who want to improve their reproductive health.

If a man receives the right to register a marriage with the second woman who gave birth, without divorce from the first, whom he respects and does not want to destroy the family, then we will assign responsibility for him for the second family," Zhirinovsky said.
