Whose premiere? Litigation postpones the official recognition of Viktor Yanukovych as the winner of the presidential election, but the main Ukrainian question is now different: who will lead the government and who will control the country's economy and power departments?
People from Yanukovych’s closest encirclement smile significantly when they hear rumors about the imminent elevation of Boris Kolesnikov, deputy chairman of the Party of Regions and, even more important, a friend of the main sponsor and the richest man of Ukraine Rinat Akhmetov. But the prime minister, they say, do not visit Kolesnikov. Too important and expensive post. Rather, Nikolai Azarov can become the head of government. The head of the election headquarters has a reputation not only of a team player, but also by an experienced, systemic person, moreover, he is a former deputy prime minister and Minister of Finance. “The post of prime minister is a position around which discussions will be held during the creation of a new coalition format. Three or four candidate can actually be discussed, ”said Bondarenko, director of the Gorshenin political science institute. - The candidacy of Sergei Tigipko can become a compromise when creating a coalition with the participation of “our Ukraine” Yushchenko. Another option is Nikolai Azarov. The third is Yuri Boyko, who is one of the best specialists in the field of energy security of Ukraine. Finally, Viktor Yushchenko may turn out to be an acceptable candidate. It was he who more than others contributed to Viktor Yanukovych on the way to the presidency, inserting sticks into the wheels of Tymoshenko. In addition, now, as a prime minister, a figure is needed that could become a “political kamikadze”. Portfolio rehearsals
The Party of Regions and Viktor Yanukovych from the very beginning of the election campaign convinced voters: they choose not only the president - they choose a team of professionals. “If you express itself in football terminology, the Party of Regions has five spare benches in order to form a government,” Nikolai Azarov said at one of the press conferences. His words are not far from the truth. When Viktor Yushchenko became president, many put a cross at the political future of his competitor Yanukovych and the Party of Regions. Pragmatical people began to adjoin the fashionable "orange" parties "Fatherland" and "Our Ukraine". At worst, they passed to one of the patriots of the National Democratic direction.

Now Yanukovych is in power, and those who supported him are expected to receive in return toy portfolios of opposition ministers the real ones. During the election campaign, Viktor Yanukovych paid a lot of attention to economic issues. Its main slogan is "I am going to defeat poverty." This is not surprising, because he took the post of head of government twice, engaged in finances and industry. But the paradox lies in the fact that after the political reform of 2004, the President of Ukraine has a fairly indirect attitude to the economy - unless he retained the veto to decide the Cabinet of Ministers. According to the Constitution, the liability of the head of state includes those issues in which Yanukovych is traditionally weak. We are talking about international issues, national security and humanitarian policy. And here the “bench of the spare” may not be as large as he would like.
First of all, the deputy prime minister on humanitarian issues. During this place, many are noticed not by Dmitry Tabachnik, who during his stay of the Party of Regions in the opposition became drawn into a too sharp controversy with nationalists, and Anna German. Yanukovych’s right hand, one of his closest supporters, she went from the journalist of the Ukrainian edition of Radio “Freedom” to the press secretary Viktor Yanukovych, the deputy head of the party and the parliamentary faction. In fact, the new president of Ukraine can no longer do without Herman-neither in communication with the press, nor in resolving any issues of non-economic nature. But that is why she is considered both as a candidate for the post of head of the president’s secretariat, and as a possible secretary of the National Security Council. But Herman is alone. In addition, she does not have a reputation as a harsh person, and the president’s secretariat needs a very firm hand.
Remove without repression
The current composition of the President’s Secretariat is a separate problem. There is no need to talk about the continuity of the authorities: approaches, views, tasks, which Viktor Yushchenko set for his subordinates, are very far from what Viktor Yanukovych lives. But they cannot be fired. This is an occasion to talk about political repressions. Moreover, in 2005, Viktor Yanukovych himself, if possible, reminded that the “orange power” fired all the loyal kuchma of officials, while calling the figure of almost 18 thousand people throughout the country.

Surrounded by Yanukovych, they say that Yushchenko will come to people humanly. Almost all deputy heads of the President’s Secretariat will be sent to diplomatic positions and will leave Ukraine in the near future. She will remain with Viktor Yushchenko, with whom she is associated not only ten years of friendship and work, but also party interests - in “Our Ukraine” she holds the post of head of the political council (Yushchenko - the chairman of the party).
In the interests of security
Yanukovych’s inheritance will go to the advice of national security and defense (NSDC) with his apparatus. And here personnel decisions are completely unpredictable. The National Security and Defense Council is headed by Raisa Bogatyrev, who back in 2006 was the head of the Party of Regions faction in the Verkhovna Rada. But in 2008, after the Russian-Georgian conflict, Bogatyrev and Yanukovych, they quarreled tightly. The leader of the “regionals” was one of the first to say that Ukraine should recognize the independence of Abkhazia and South Ossetia. And after a short time, during a visit to the United States, Bogatyreva said: "The position of the leader of the Party of Regions Viktor Yanukovych regarding the recognition of the independence of Abkhazia and South Ossetia is not a collective decision of the party." Worse, she called Yanukovych one of those leaders who "often use external challenges for party-electrical plans, despite the risks and threats of national security." After such a statement, Raisa Bogatyrev was expelled from the political council of the Party of Regions, and then they were generally expelled from the party.

However, Bogatyreva is an experienced politician.
