If you radically do not change the system of training of future soldiers, in a few years the country can shorten half of the necessary army of draftees. The authors of the “Concept of the Federal System for the Training of Citizens of the Russian Federation for Military Service for the period until 2020” that was just adopted by the Government are sure of this.

According to official figures, the share of limited suitable conscripts in 2009 had grown up to 30%. “In reality, there are much more sick children: almost any conscript can be rejected by health reasons,” said Valentina Melnikova, executive secretary of the Union of Committee of the Committee of the Soldiers' Mother Mother Mothers. “It is difficult to recognize children from dysfunctional families who often have bad heredity, but they are the main army mass,” says a military psychologist, Colonel Alexei Zakharov, who has been working in the cadet corps system since 1997.
The military now does not have reliable information about the level of health of conscripts. “The plan of the call is depersonalized: the military commissars of the districts are reported upstairs only the number of citizens who have been registered and reached the age of 18, not taking into account even the initially unusable,” explains Valentina Melnikova. As a result, there are more draftees on the papers than in reality. By 2015, they want to end this confusion. The so -called electronic passport of the conscript must be commissioned - the base, which will be made up of information about health, education, marital status and sports achievements of the future soldier. “This is a sound idea,” Melnikova believes, “we ourselves offered something similar to the Minister of Defense Yazov and President Gorbachev.”
Revive and finance
Another problem of our draft system is the poor preparation of conscripts, which became especially noticeable after the transition to a once -life. “A significant part of the citizens called up for military service does not cope with the physical and moral and psychological loads of the first months,” the authors of the concept admit. All hopes are now for pre -conscription training. The appearance in the school course “Fundamentals of Life Safety” (OBZh), which many perceived as the return of initial military training (NVP), did not improve the situation. “Already now, some regional textbooks for high school, getting to us for reviewing, offer schoolchildren to teach the charter of the Armed Forces,” says Alla Zhurkin, a survivor of the OBZH Institute of Contents and Teaching Methods of the Russian Academy of Education. “We give them negative reviews.” Even in those regions and schools where the study of the foundations of military service unfolded in a wide foot, with five -day military training camps for schoolchildren, the quality of training of conscripts did not grow. “The matter is in low quality of teaching and a bad material base,” said Sergei Prokhorov, adviser to DOSAAF President.
It is DOSAAF who, according to the idea of the authors of the concept, should become the basis for mass pre -conscription training. In November, the successors of the Soviet voluntary society for the assistance of the army, aviation and navy were transformed from a public organization into a public-state. So the path for state funding was opened, in which DOSAAF now really needs. “All post -Soviet years DOSAAF survived at the expense of entrepreneurial activity, at the expense of driving schools, Paintball and paid parachute jumps,” explains the military psychologist Alexei Zakharov. “All this from preparation for military service has turned into elite entertainment.” Over the years, about 90% of weapons and military equipment used for training have been outdated, and many buildings and sites fell into private hands. Mikhail Babich, Deputy Chairman of the State Duma Committee on Defense, promises to return illegally privatized objects and update the technical park. “Already this year, the state will transmit DOSAAF part of cars and armored vehicles from the army of long -term storage warehouses,” he told The New Times.
In the meantime, in the bowels of DOSAAF, a plan of mass pre -conscription training is being developed. “A network of preparatory centers will be organized, students of grades 10-11 from the surrounding schools will come to these centers once a month and studying the basics of military service once a month and four hours,” says Sergey Prokhorov. - It is important that preparation for these regular classes be smooth. Therefore, in elementary school, children will come to the same centers for meetings with veterans and in mugs of technical creativity. This is the stage of patriotic education. From the 5th to the 9th grade, military-patriotic education begins: schoolchildren will participate in competitions and “lights” and will be able to play military-applied sports. ” At the first stage of the implementation of this program, DOSAAF expects state support of 23 billion rubles.
In the wake of drug collectors
With a reluctance to serve in the army, it is supposed to fight through propaganda among schoolchildren. The authors of the concept consider the development of computer games of a military-patriotic orientation to one of the ways to the hearts of the younger generation. According to experts, this is not at all an empty venture. “Thanks to the hobby of the IL-2 Airmovik and the Su-27 Flaunker, several people from my environment, young guys, went to military schools,” says Alexander Gorbachenko, president of the Russian Computer Sports Federation. “There are people who are able to show interest in the tank simulator, but such a product will not have commercial success, because the audience is small, and it, of course, needs state support.” In our country, there is already a precedent of the state order for computer games. Three years ago, the FSKN was developed with the “shooting” about the special forces of this structure, eradicating Russian bandits and Colombian drug dealers. It can now be downloaded from the service website for free. “The quality of the game turned out to be terrible: the developers were put in a very strict framework and allocated a minimum budget for them,” recalls Alexander Gorbachenko. - As a result, the “FSKNA special forces fighter” was almost forcibly for children. If you entrust the development of the military-patriotic games of the Ministry of Defense, you can get a repetition of that story. ”
