So, a joint study of Russian and Ukrainian sociologists. Alexey, please tell us how the Russians relate to Ukraine, according to your center, what are the main trends.
Alexey Levinson: If we talk about the trend of perennial, then it consists of two parts. Ukraine, along with Belarus, treats countries that are perceived traditionally as close to Russia. Against the background of this, one can note the preservation of a positive attitude towards Belarus and the gradual deterioration of relations to Ukraine. This is due to the fact that different groups of the population often appear in Russia, that Ukraine no longer wants to be with us, that it turned to the West and so on. During the period from the 97th to 2010, the attitude to Ukrainians (and this is always a little not that attitude to the country, attitude to the people is usually better) was like this: 88% were positive, 7%-negatively in the 97th year, and by 2010 there were 75%, that is, 13 percent of a positive attitude, 18% began to relate negatively. Balance, as we see: all the same, a multiple advantage of the positive over a negative attitude. But the dynamics in this sense is negative.
If we talk about the short periods of measurements, then we can say that in January 2008, Ukraine was good and mainly good 59%, and badly and very badly - 30. In January 2009, this proportion turned over: only 29% began to be good, and 62% began to relate poorly. But by January 2010, the situation was straightened. And now we can state that 52% of Russians relate to Ukraine mainly well or very good, and 36% are bad or very bad.
Summing up, I can say that this is all a reflection, so to speak, a nervous reaction of public opinion to a political situation and a feeling of ambiguity: it seems to be ours, but it seems to be partially not ours - this is the main drama that is concluded within this attitude.
Veronika Bode: Vladimir Ilyich, how can one characterize the relations of Ukrainians to Russia?
Vladimir Paniotto: In this sense, our data is much more boring, because there is no particular dynamics. But we, unfortunately, agreed to conduct a study not so long ago, and we had no similar question before. If we take after we agreed, then in April 2008 (and this is one of the first polls) a positive attitude - 88%, bad or very bad - 7, “hard to say” - 5 and since February 2009 it practically does not change - 91-93. Here is January 2010 - 93%, mostly good relation, and bad or very bad - 4%. Well, 3% is "hard to say."
Veronika Bode: That is, it remains stably good. What do you explain this?
Vladimir Paniotto: It remains stably good, and it practically does not change, in spite of any events. After the "gas war" it falls a few percent, then increases again. Unfortunately, we have no longer data. But my hypothesis lies in the fact that, in general, it has not changed especially since the 91st year. Although this requires research. Maybe the data of other researchers are on this issue. In general, it was one country, Russia was not perceived as another country, so a positive attitude is the same as to itself. And since there was no unanimous opinion among political forces, the media in relation to Russia, every time some conflicts arose, some of the political forces accused Russia of this, the other part said that Ukraine itself was to blame for the wrong policy, and there was no particular incentive to change its opinion. That is, people tend to seek out the information that confirms their point of view.
I remembered that there was such an event when there was a problem of points - then there was a fairly unanimous opinion of all political forces and media. And this was, in my opinion, the hesitation, which was recorded. And now I don’t remember the numbers, but then there was a significant fall. When we considered the issue related to the point, there was a very strong critical attitude towards Russia.
Veronika Bode: Viktor Ivanovich, what seemed to you the most interesting in this study?
Victor Mironenko: An interesting study. It seemed to me the most interesting, firstly, that it confirmed those assumptions and observations, our analysis of the situation in Russian-Ukrainian relations in Russia and Ukraine. According to the results of these studies, it is obvious that the attitude of Ukrainians remains mostly good to Russia. But there are two trends. That is, it still worsens, although slightly, but there is a dynamics to a deterioration in this attitude. And one more very interesting detail: the number of well -related to Ukrainians as people in Russia is lower than the number of Ukrainians who relate to Russia as a whole, even without allocating this “good”.
My attention was also attracted by a comment that accompanies the results of the study on the website of the Levada Center. The commentary, in particular, notes that this hides the attitude to the policy of the Ukrainian authorities. That is, under this gap between the existing attitude towards the people and to Ukraine as the state, according to the one who wrote this comment, apparently, the attitude to the policy of the Ukrainian authorities should be hidden. One could agree with this, however, in my opinion, with a mandatory reservation. You need to ask yourself at least two questions. Question one: “How was the idea of Russian citizens about what is the policy of the Ukrainian authorities?” And the second: “Was this policy of the Ukrainian authorities for the entire period of interesting dynamics, in particular, for the 5 years of Yushchenko’s presidency of the same, or did it happen in it?” Because it is very difficult to talk unanswered to these questions about something.
And there is another amazing result, in my opinion, is that, according to the general dominant in the Russian media, the anti -Russian and even Russophobic in some ways of the Ukrainian authorities for 5 years have not spoiled the good relations of Ukrainians to Russia, as I have been watching these research. And at the same time, it must be assumed that, probably, the politician of the Russian administration, which was probably a benevolent result, ended with a strange result, nevertheless, even a small, but deterioration of relations with Ukrainians. There is something to think about.
Veronika Bode: And what do you think, now, with a victory in the presidential election, Viktor Yanukovych, what will change in this relationship? (I mean, not in the very relations of the Russian-Ukrainian, but in relation to Russians to Ukraine and Ukrainians to Russia.)
Viktor Mironenko: I think that Russians will have less alertness and more conviction that Ukraine really has a very deep processes of a positive property in which Viktor Fedorovich Yanukovych, who losing elections, is associated with the interests (and this is indeed so) the Russian -language or Russian -cultural population of Ukraine, was able to return after 5 years. And this is a very optimistic plot, in my opinion. Although there is simply nowhere to correct Ukrainians' relations to Russia - above 90%.

Alexey Levinson: I am very pleased that such a short survey managed to highlight such a wide palette of relations to Ukraine by Russians. There is not a single opinion that would be wonderful and deeply marginal, I do not find. In fact, relations with Ukraine are mixed by deep contempt for its leaders, its political line, resentment, all kinds of negative feelings, at least this reaction to how political processes are presented in Ukraine in our mass media. There is a reaction to this. And there is a traditional, going over PR and media, a sense of historical community with the Ukrainian people. True, it is mainly, as we see, it is realized due to the fact that they are part of us. This is not us together - some community. There was once such an idea that there are three fraternal people who will come somewhere together or will somehow exist together. Now it is more shifting towards the fact that "what to talk about Ukraine as an individual subject, about Ukrainians, these are the same Russians." And those who say this believe that they do something good to the Ukrainians, a compliment: “The same good as we are.” I think that in Ukraine this does not meet a wide understanding. Although we have data from Ukrainian sociologists who show that a significant proportion of Ukrainians still agree that Ukraine and Russia be a single state.
Veronica Bode: from Page. “How can you treat yourself badly? After all, Russians, Belarusians, Ukrainians are a single people, ”writes Nikiforov.
Vladimir Ilyich, what are your impressions of the opinions of our listeners?
Vladimir Paniotto: I have to say that a really significant part of the Ukrainian population advocates that Ukraine and Russia are united in one state. Moreover, this part is even slightly higher than part of Russians who would like to unite with Ukraine into one state.
Victor Mironenko: Now - yes.
Vladimir Paniotto: 22% of the population of Ukraine would like to unite in one state. Although the majority (66%) would like Ukraine and Russia to be independent, but without borders and customs. And only 8% - so that there is the same relationship as with other states. But this difference is greatly differentiated. That is, in the Western region, only 4% would like to unite in one state, while in the eastern - 45%. And if you look at what this is connected with, it turns out that it is very strong - with an ethnic composition. In the last 10-15 years, in addition to the question that is posed directly “do you belong to one of these ethnic groups?”, As a question that allows a person to choose two groups. Say: “Ukrainian”, “I think only a Ukrainian”, “mostly Ukrainian, but part of the Russians”, “equal to the Ukrainian and Russians” and so on. And it turns out that the difference in the composition is very strong. In the eastern region, 47% are mainly mono -ethnic Russians. And this figure coincides with the number of those who want to unite in one state. And if you take the difference in their settlement, it turns out that the vast majority of bietnipers - you can call them that - lives in the eastern region.
Veronika Bode: Viktor Ivanovich, one of our listeners fears that "Ukraine in the tight" hugs "of Russia can turn into a fake state." How would you comment on such a fear?
Victor Mironenko: I think this is no longer threatened with Ukraine. And from what you have listed, personally, the statement is closest to me that in Ukraine it is difficult, difficult, tense, with great difficulties and problems, a very important process is still important for Ukraine and Russia. And it is unpleasant for me to speak a citizen of Russia, but, in my opinion, in this regard, Ukraine, of course, leads in the post -Soviet space and is very significantly ahead of Russia. But the most positive result of a study conducted by respected colleagues is that in this process of pulling up even the very fact of the appearance of such assessments - I rarely met them two years ago, and now they are becoming more and more frequent. And what Mr. Paniotto said now: 66% in Ukraine and 55% in Russia believe that it is necessary to live different houses, but with open doors, with open communication, cooperation and so on - this, I think, is a very serious move. And we owe, first of all, to Ukraine with this ashes.

Я думаю, что новая администрация украинская будет стремиться в чем-то воспроизвести пресловутую политику многовекторности, которая практиковалась Леонидом Даниловичем Кучмой, а особенно в последние годы. Я думаю, что это как раз та ситуация, которая сама по себе ничего не решает, но открывает очень неплохие возможности для регулирования отношений в треугольнике: Европейский союз, Россия и Украина. Но я все-таки оптимист. Мне кажется, что сегодня в результате суммы факторов, не только победы Виктора Федоровича Януковича, но и всех предшествующих событий, и действий не только Украины, но и действий Европейского союза, и России отчасти, и изменений, которые произошли за 4 года, в том числе и в элитном слое российском, руководстве российском, - у нас сейчас появляется очень и очень хороший, может быть, один из последних в среднесрочной перспективе шанс урегулировать отношения в этом большом треугольнике.

Student: Hello. Я сам украинец, но мне никогда не нравилась идентификация слов «Украина» и «украинцы». Это слова искусственного происхождения. Вспомните, ведь была Киевская Русь. И Россию делали казаки, что говорит об исконном, буквально киевском, можно сказать, запорожском названии. Даже существуют забайкальские, дальневосточные казаки. И Русь называлась раньше «Русь», просто была Московская Русь и Киевская Русь. Так вот, не пора ли Украине бросить этот термин, который ввели в 17-ом году, и самоидентифицироваться Киевской Русью? Ведь это единый народ антропологически.

А у нас тут на Кавказе на каждом шагу милиция останавливает, паспорт проверяет. В общем, чувствуется, как будто ты живешь в какой-то зоне тюремной. А в Украине я спокойнее себя чувствую, и мне там больше нравится. Вот я в Луцке бываю. Две разные политические системы. Там выборы есть, а в России нет.
Вероника Боде: Геннадий из Кингисеппа, здравствуйте.
Student: Good afternoon. Женщин «Свободы» с наступающим праздником! Здоровья вам и всего-всего самого доброго! И мое мнение по поводу Украины. Украинским поданным я, конечно, сочувствую, им сейчас нелегко экономически. Но Украина выбрала свой путь, и этот путь я уважаю. Я считаю, что этот путь нужно уважать и политикам российским, да и вообще россиянам. Потому что в будущем многое из этого пути может пригодиться и России – те же выборы свободные, те же трудности во время выборов, которые мы увидим, которые можно будет обойти России, увидев, как это непросто в Украине, и так далее. Украина пусть развивается своим путем.
Алексей Левинсон: Мне хотелось бы поддержать мнение, только что прозвучавшее в эфире. Россия действительно очень многое может почерпнуть из опыта Украины, в частности, в вопросе о том, как обеспечивать свободные выборы. Но для этого нужна политическая ситуация та, которая в Украине есть, а у нас ее нет, когда есть реальные состязающиеся политические силы. Для этого нужно население, которое хочет совершать выбор, а не просто голосовать, поддержать всей душой своих лидеров. И есть еще третий компонент, он имеет отношение к социологии. Я имею в виду социологические исследования, которые проводятся, во-первых, между выборами и дают обществу обратную связь, указывают ему на то, в какую сторону склоняются его симпатии среди разных кандидатов или разных политических сил. А второе и самое интересное, и это еще один инструмент демократии – это так называемые экзит-поллы. Это инструмент, который был когда-то изобретен для того, чтобы побыстрее сообщать электорату о результатах выборов, не дожидаясь официальных данных, а сейчас используется в виде инструмента контроля над политической системой в стране. В частности, контроля над фальсификацией выборов. И Майдан, и «оранжевая» революция отчасти были спровоцированы попыткой фальсификаций и выявлены с помощью экзит-поллов. И я хочу сказать, что Украина извлекла урок, и какой урок!.. Сейчас были выборы, я был международным наблюдателем на этих выборах, там происходило 6-7 экзит-поллов одновременно. Это взаимный контроль социологов друг над другом, и это контроль социологического сообщества, а по сути дела, общества над политической верхушкой, которая и там тоже вполне была бы склонна кое-что в свою сторону поправить. И мне кажется, что нам очень важно запомнить, как это делается, и когда у нас возникнет ситуация аналогичная, таким же образом контролировать самих себя с помощью этих инструментов.
Вероника Боде: Из Московской области Ольга, здравствуйте.
Student: Hello. Я по «Свободе» часто слышу такое мнение, что русские и украинцы – это один народ. Тем, кто так считает, мне бы очень хотелось посоветовать внимательно почитать великого русского писателя и тонкого психолога Антона Павловича Чехова. Чехов в своих произведениях неоднократно выражает симпатию украинцам, противопоставляет русских и украинцев. И наиболее ярко это выражено в его рассказе «Человек в футляре», где Чехов показывает рабскую натуру русских и свободолюбие украинцев. Правда, сталинская селекция внесла свои коррективы, масса свободолюбивых украинцев была уничтожена, и поэтому мы имеем такого президента на Украине нынче.
Виктор Мироненко: Все широкие обобщения ошибочны, включая и это мое последнее утверждение. Я предпочитаю иметь дело всегда для оценки с конкретным человеком, в том числе и каких-то качеств национальных, характера и так далее. Конечно, история, исторический путь, условия жизни, культурные обстоятельства – все это накладывает отпечатки на характер одного и другого народа. Но, на мой взгляд, нет народов, обреченных на рабство, или народов, обреченных на свободу. Я целиком согласен с высказанным только сейчас мнением, что и мы, и украинцы, и белорусы, и другие народы после длительного времени возвращались к обычным принятым практикам политической и хозяйственной жизни. И нам предстоит пройти очень большой путь. И то, что Украина сейчас этот путь проходит первой, мучаясь, страдая, спотыкаясь, допуская ошибки, - это имеет колоссальное значение, прежде всего, для России. Потому что Россия все-таки больше, ей тяжелее управлять, тяжелее повернуться, труднее совершить политический маневр. И я уверен, что раньше или позже мы в России пойдем по этому пути. И вот тогда этот опыт, который приобретают сейчас наши друзья, братья, соседи украинцы, будет нам очень и очень полезен. А то, что отличия в характерах национальных, - ну, конечно, права наша радиослушательница. (Кстати, с 8 Марта вас поздравляю!) Отличия, конечно, есть. Но нет народов, предназначенных для рабства, и народов, предназначенных для свободы, я уверен в этом.
Вероника Боде: Москва, Николай Иванович, здравствуйте.
Student: Hello. Народы, народности в дальнейшем будут сливаться. Ведь в истории человечества было и рабство, и феодальная машина, и мир капитала, который сейчас все пронизал. Вот Лукашенко этнический украинец, а Янукович этнический белорус. И Лукашенко говорит: «Кто такие белорусы? Это те же самые русские». И надо же было так замешать определенным видом группировок с тем, чтобы к 90-ым годам, не управляя, довести состояние общества, довольно фундаментального, которое надо было модернизировать, до полного развала. С разрушением заводов и фабрик, с обнищанием... Например, Гитлер у нас разрушил 30-40 тысяч деревень, городов, сел, и за четыре года это было восстановлено. А сейчас разрушено более 30 тысяч деревень в нашей России, на Украине и так далее. Поэтому надо с этих позиций рассматривать, а не противопоставлять. Потому что мы вошли друг в друга этносом языковым, культурным, общим и так далее. Тем более, в системе глобализации. Мир, наоборот, идет к глобализации, общего управления. Поэтому то, что сейчас схематично, в довольно примитивной форме подается, - это ужасающее состояние народов нашей страны, и это трагично.
Владимир Паниотто: Что касается вопросов национального характера и этнических отличий, то, во-первых, я бы хотел сказать, что все-таки социальное устройство или политическая система значит в каком-то смысле больше, и хотелось бы, чтобы формировалась Украина не как этническое государство, а как некоторая политическая общность. С другой стороны, попытки исследовать национальный характер Мы проверяли некоторые работы по национальным характерам, которые писали у нас, и оказывается, что они делаются не очень обоснованно, с моей точки зрения. Например, если сравнивать украинцев с русскими, живущими в Украине, то уровень антисемитизма, на первый взгляд, выше у украинцев. Однако, если контролировать место поселения, например, русских и украинцев в крупном городе, то разницы никакой. Украинцы просто живут по большей части в селе, а русские живут в урбанизированных частях Украины. Поэтому когда говорится о разнице и когда пишут о национальном характере, очень часто сопоставляют украинцев и русских, а по-настоящему речь идет о селе и о городе. И уровень ксенофобии и антисемитизма в селе выше, чем в городе. Поэтому я к работам по национальным характерам относился бы с большим недоверием.
Вероника Боде: Евгений из Ярославля, здравствуйте.
Student: Hello. Я часто слушаю украинское радио «Культура», радио это государственное, там нет рекламы. И что я там слышу? Русский язык – язык «блатняка», и все в таком духе. Как же относиться к такому государству?
Виктор Мироненко: Я, к сожалению, не слушал ни разу канал «Культура», но поверим на слово. Конечно, существуют своего рода маргиналы, девианты, политические люди, которые могут высказывать подобные вещи. В том кругу, в котором общаюсь я, в кругу украинской интеллигенции, культуры украинской и ученых украинских, я, откровенно говоря, никогда не сталкивался вот с такой постановкой вопроса. Хотя она, наверное, есть.
Но я хотел бы сейчас сказать о другом. Вот у нас в течение разговора возникает сравнение, возникает Белоруссия. Белоруссия, Украина, Россия, - мы все равно сравниваем, где больше свободы, где меньше. Давайте вспомним, что со времен Аристотеля ничего нового о человеке и человеческих сообществах, по большому счету, сказано не было. А великий грек говорил о том, что нет формы государственного устройства, одинаково подходящей для каждой страны. То есть каждая страна будет носить какое-то свое своеобразие, там будут учитываться какие-то особенности. Поэтому когда мы анализируем друг друга, смотрим с завистью или с сожалением, скорее всего, все-таки нужно помнить об этом. Меньше ревности, а больше благожелательности, желания, чтобы у соседа получилось. Потому что, в конечном счете, от этого выиграем мы. И если это получится экономически у России, если она восстановит свои позиции в мире, от этого выиграет и Украина. Если Украина сможет справиться с задачей политической модернизации, то от этого выиграет и Россия. А прислушиваться к маргиналам, к людям неуравновешенным, я думаю, не стоит.
