According to Sutyagin, the situation looked like this: around 5.30 am on March 5 on the Moscow Ring Road, between Schelkovskoye Highway and Yaroslavskoye, he and several other drivers were stopped by the traffic police with a demand to block the road with personal cars - they put the official vehicles behind, but did not offer the drivers to leave their cars . According to Sutyagin, no one got out of the cars. Some time later Stanislav Sutyagin's Mercedes and the Volga standing next to it were rammed by a silver Audi.

Then it turned out that a criminal was driving the Audi. The car stopped, but the one who was caught, as sources in the traffic police confirmed to us, nevertheless fled - they could not catch up with him or shoot him.

Sutyagin, in his appeal, names only one police officer with whom he spoke - Alexei Yuryevich Borisov, 3rd battalion of the 1st special regiment of the UGIBDD in Moscow.

The acting head of the 3rd battalion did not pick up the phone, the duty unit refused to comment on anything. However, we managed to talk to one member of the battalion, who did not find anything terrible in what had happened: “There was no human shield. You journalists are tired of calling here. Just think, you scratched someone's mirror, now you are arranging a tragedy. What is this "human shield"? There were no passengers in the cars.

As Novaya Gazeta learned, until the evening of March 9, nothing was reported to the leadership of the Ministry of Internal Affairs about the incident. Maybe because they really did not consider the event out of the ordinary.

At 5:25 pm on Tuesday, we called Colonel General Viktor Kiryanov, Deputy Minister, Head of the Road Safety Department of the Ministry of Internal Affairs of the Russian Federation, who immediately, without hanging up, demanded a report from the Moscow traffic police. And he commented on the situation: “I just talked with Kazantsev ( the chief traffic inspector of Moscow . - Approx. ed. ), he himself has just begun to figure it out, is preparing a memorandum for me. As soon as I receive it, I will immediately give the command to send it to you. We don't have any secrets."

At the entrance to the 95th km of the Moscow Ring Road, the place of traffic prohibition, the driver of the car "Audi" <...>, passing between the standing cars "Mercedes", r / n ... and GAZ-ZPO, r / n ... collided with them. As a result, the driver of the car "Audi" managed to escape.

The incident was not reported to the Traffic Police Department of the Main Internal Affairs Directorate for Moscow <…>.

It is obvious that the facts stated by the police officers in the certificate need a thorough verification. If only because they contradict in almost everything what the victim Stanislav Sutyagin said.

By the middle of the day on Tuesday, the State Duma joined the investigation into the incident. The Chairman of the Security Committee, Vladimir Vasiliev, promised the Novaya correspondent that he would send official requests to law enforcement agencies today and accompany them until the circumstances were fully clarified and the perpetrators were punished.

And it looks like they should be punished. Traffic police officers do not have any legal rights to put up a “human shield”, as high-ranking police officers, in particular, the head of the traffic police of the Moscow region, General Sergeyev, officially told Novaya correspondents. According to the current regulations (clause 74. Forced stop of a vehicle), special equipment (special tapes or other barriers), temporary restriction or prohibition of movement, firearms, patrol cars with special signals turned on or trucks are used for such an operation. Moreover, in the latter case, it is specially stipulated that this is an extreme measure.

We did not manage to get any official comments from the press service of the UGIBDD in Moscow - the phones were not answered.
