Until recently, in Arkhangelsk, the death rate from a heart attack was one of the lowest in Russia. And not because they get sick less. The system of providing assistance to cardiological patients, created and established by the Arkhangelsk physicians, simply worked. On the basis of the First City Clinical Hospital, in addition to the residents of Arkhangelsk, residents of the Vologda region, Komi, Karelia and the Murmansk region were also treated. Over 2000 people annually. The Arkhangelsk city hospital had a state task to provide high-tech assistance for 1125 operations, 24 of them were for children. There was also funding from the federal budget: last year - 170 million rubles.

But in 2010, the city's cardiological care service did not receive funding. The first city hospital of Arkhangelsk is not on the list of institutions receiving state orders. Across the country, another 103 municipal hospitals also lost it. Funding from the state budget received only federal centers.

The first city hospital in Arkhangelsk was offered to change its status to a federal one. But the mayor refused to give local property to federal subordination. So far, 7 million rubles have been found to finance the hospital: three million were given by the city, four by the region. Against last year's 170 federal million - a miserable amount.

There is an oral order in the city hospital: no more than 24 people per month can be registered for examination. And last year, 70-80 operations were performed monthly. At least 150 patients were examined per month.

Maybe all the unserved patients have now been sent to federal centers? But here is the order: 8 people can be sent to Astrakhan, to a new cardio center built according to the national project. True, to Astrakhan - 3000 km. And these patients cannot travel by plane.

When the construction of 15 high-tech centers under the “Health” national project was just being considered, experts said that it would be more expedient to strengthen existing strong centers. New ones, apparently, are also needed, but not to the detriment of already existing and proven strong clinics, including municipal ones. And Sergey Kolesnikov, deputy chairman of the State Duma Committee on Health Protection, is generally convinced that there was no need to build huge federal medical centers - existing clinics could cope with the entire volume of high-tech care if the money was invested in their re-equipment.

Now, it turns out, there is no money for consumables either.

- The direction of targeted interbudgetary transfers from the federal budget to co-finance the state task for the provision of high-tech medical care in medical institutions at the municipal level is currently not established by federal legislation in connection with the differentiation of powers (Article 130 of the Budget Code of the Russian Federation). This assistance to municipalities can be provided by the region.

For the population of the Arkhangelsk region in 2010, there is an opportunity to receive high-tech medical care in 14 federal medical centers, including: 95 patients - in the Scientific Center for Cardiovascular Surgery. A.N. Bakuleva RAMS, Moscow;

80 - at the Federal Center for Heart, Blood and Endocrinology. V.A. Almazova, St. Petersburg;
