We managed to get in touch with the victim Alexei (he has asked not to give his last name in the newspaper yet). What follows is a story in his own words.

On March 11 of this year, Alexei's wife Victoria began complications after childbirth - heavy bleeding. And at 9 in the morning, Alexey took her to the city hospital No. 6. But on Rumyantseva Street, three hundred meters from the emergency room, he was stopped by the crew of the Chelyabinsk traffic police.

The gist of the employees' complaint was that Aleksey allegedly did not let a pedestrian through. Although, according to Alexei, there was no pedestrian on the road at all. “Well, to hell with him, with a pedestrian, his wife really bled,” Alexei told Novaya Gazeta. He told the policemen that he was ready to sign all the protocols, if only as soon as possible, and suggested that they accompany his car to the medical facility so that the woman could be helped, and only then, if he violated it, draw up a protocol. To which, according to him, he received an answer: “It will be necessary to transport the sick, there is a telephone number “03”, let them carry them. First, we will issue you ... "The employees refused to call an ambulance on the radio.

Further, according to Alexey, the situation developed as follows. Someone called one of the traffic police officers on his mobile phone, and he calmly began to talk without starting to draw up a protocol.

“I understood that things were not moving, and I went to catch a ride, but no one stopped,” says Alexei. - Then I told them that I was going to the hospital, I leave the documents to them, if they want, let them come for me, if they don’t want, then I will hand my wife over to the hospital and come myself. They made no attempt to stop me, and I went." And then the patrol car with the special signals turned off, according to Alexei, moved after him. This is a fundamental issue, because special signals are needed not only to drive motorists from the extreme left lane and provide passage for police officers, but also in order, according to the rules, to indicate the order: “Squeeze to the right and stop.”

“When I braked in front of the hospital, the inspectors following me turned on their flashing lights and siren.” The employee jumped out of the car, opened the door of the Nissan and dragged the driver out into the street. Aleksey was sprawled on the hood of the car, with his hands twisted and handcuffed. “They, for some reason twisting their hands behind their backs, lifted me up. It still hurts my shoulders,” says the driver. In the process of what was happening, Alexei shouted to passers-by to call an ambulance: his wife felt bad. Vika's wife crawled out (she crawled out because she couldn't walk) out of the car. “I told my wife to go to the hospital, and they dragged me into the car,” says Alexei. This scene had witnesses, it is hoped that they will find the courage to testify.

“In the car, they removed the handcuffs from me and gave me a protocol to sign. I started to write down that special means were used against me, that is, handcuffs, - Alexey explains. - The employee, noticing this, scolded me and gave me a new protocol. Then the hospital watchman came up and asked to clear the way: our cars were blocking the road. I did it. The police officer ordered me to get back into the traffic police car and said that I had to go. I asked where, he replied that in the cemetery.

Then Aleksey began to call friends and relatives, giving the tail number of the car (267). Apparently, one of the relatives got through to the "helpline" - traffic police officers began to be called on the radio and asked where they were going. We went to the Metallurgical District Department of Internal Affairs ...

“When we arrived at the police station, the officer shouted: “I brought you a schmuck, open the monkey house.” Then I deliberately began to speak loudly in order to attract the attention of people: after all, they can become witnesses in the future, - continues Alexey. The attendant asked me what was the matter. I said that I am a lawyer, I don’t understand why I was detained. However, the inspector, hearing this, yelled: "You are a redneck, not a lawyer." While still in the car, I suggested to the employees: “Let me go, I will sign the protocol and we will disperse.” However, the inspector said that he would put me in jail for 15 days for resisting. For some reason, they took a picture of me, they wanted to take fingerprints, but I refused. The only thing the duty officer helped me with was advice: he told me not to leave the police department until the inspectors had left. After that, I caught the car and went for an examination, which testified to traces of handcuffs, and the traumatologist - back bruises. On the basis of the conclusions received, Aleksey wrote a statement to the department of the investigative committee at the prosecutor's office.

Stepan Shulga, the head of the investigation department for the city of Chelyabinsk of the Investigative Committee of the Russian Federation, told Novaya Gazeta that a pre-investigation check is being carried out at the request of the driver. The issue of initiating a criminal case under article 286 of the Criminal Code of the Russian Federation (abuse of power) is being resolved. Stepan Shulga also said that a procedural decision on this fact would be made by the end of this week.

In the State Traffic Inspectorate of Chelyabinsk, Novaya Gazeta was informed that, aware of what had happened, the employees had already visited the investigator and given their explanations. The inspectors do not agree with the accusations against them.

“They have already taken explanations from me, now they are taking them from witnesses. I think that at the end of the week they will already initiate a case. True, I offered them to disperse peacefully. What now? Any defense sooner or later develops into an attack, ”added Alexey.
