Moscow authorities have increased the cost of technical inspection by a third

Starting tomorrow, state vehicle inspection in Moscow will rise in price by a third. On Monday, a source in the capital's government reported that Mayor Yuri Luzhkov had already signed a corresponding resolution. According to this document, the state duty for instrumental technical inspection of passenger cars increases from 520 to 690 rubles. Accordingly, similar services for other modes of transport will rise in price. For example, a technical inspection of trucks with a gross weight of up to 3.5 tons will cost 790 instead of 591 rubles, and a maintenance inspection of vehicles from 3.5 to 12 tons will cost 1060 rubles. (the previous price was 797 rubles), and an inspection of a heavy-duty vehicle weighing 12 tons will cost 1,140 rubles. instead of 851. For technical inspection of a semi-trailer you will have to pay not 552, but 770 rubles.

Simultaneously with the increase in Moscow prices for instrumental control, the federal government significantly increased fines for driving a car that has not passed a technical inspection. On Monday, President Dmitry Medvedev signed a law amending Art. 12.1 of the Code of Administrative Offenses: from now on, the maximum sanction for “driving a vehicle that is not registered in the prescribed manner or has not passed technical inspection” increases from 100 and 200 to 800 rubles.

It should be noted that the authorities have not yet decided who will actually be responsible for conducting the GTO. Previously, technical inspection was the prerogative of the Ministry of Internal Affairs, but in mid-February, on the initiative of Mr. Medvedev, this function was removed from the competence of this ministry. The decision of the head of state was made as part of the reform of the internal affairs bodies. It is expected that the inspection will now be carried out by private entities. Then, in February, a source in the presidential administration told RIA Novosti that “there will be a struggle to minimize the participation of the traffic police in technical inspection.” At the same time, at the request of the traffic police, it will retain the function of monitoring the maintenance process - this state control “can be expressed in the interaction of the traffic police with the technical center, which will conduct the technical inspection.” Let us note that the presidential administration emphasized that the main task is to ensure that the service does not become more expensive.

According to the chairman of the Russian Motorists Movement, Viktor Pokhmelkin, the increase in the cost of technical inspection initiated by the Moscow authorities is absolutely unjustified. “No new services have appeared, no new functions and responsibilities for the persons who carry out maintenance, the procedure itself has not become more complicated,” Mr. Pokhmelkin explained to Vremya Novostey. In addition, the DAR leader recalls, the federal fee for state technical inspection was recently increased. “The Moscow authorities are taking advantage of the situation and are trying to solve budget problems at the expense of car owners. The interest of commercial structures that have entered into relevant agreements with the traffic police has also been taken into account,” Pokhmelkin believes.

According to the leader of the Freedom of Choice movement of motorists, Vyacheslav Lysakov, an increase in state duties will lead to a change in the price list on the black market. Now, according to Mr. Lysakov, a maintenance coupon can be purchased without any problems for 3-3.5 thousand rubles. The “tariff” of bribes for passing a technical inspection will also increase.

The removal of technical inspection “from under” the traffic police could be supported, but only if the state controls the prices for conducting the inspection, emphasizes Viktor Pokhmelkin. “We need a law that would determine the maximum fee for technical inspection, taking into account a specific region,” says the leader of the Russian Motorists Movement. “We need a price level that no commercial structure could jump over, otherwise the transfer of technical inspection from the traffic police to private owners will lead to a significant increase in prices.”
