Russian President Dmitry Medvedev arrived in Washington for a nuclear security summit. According to ITAR-TASS, the head of the Russian state will make a speech at the authoritative political science center of the Bruckings Institute, where it will present Russia's position on the topics of non-proliferation.
Recall that 47 countries, as well as the UN, the International Atomic Energy Agency (IAEA) and the European Union, take part in the summit. This is the most solid event from the time of the San Francisian Conference of 1945, which was engaged in the creation of the UN.
As the assistant to the President of the Russian Federation Sergey Prikhodko told reporters, two work meetings are planned for today. They are devoted to national efforts to ensure nuclear security, international efforts in the field of ensuring nuclear safety, as well as the role of the IAEA in ensuring physical nuclear safety.
- Experts: the nuclear summit will be "sharp", but will not solve all the problems
According to Prikhodko, Medvedev will confirm the position of Russia, which consists in the fact that effective global nuclear security can be ensured "only if there are appropriate effective national systems in all states." "We note the importance of international cooperation in this area in compliance with the requirements of national legislation, ensuring the confidentiality of information and preventing it from falling into the hands of attackers," the assistant to the President of the Russian Federation said.
He emphasized that "physical nuclear security in the Russian Federation is supported at the proper level." "All nuclear materials and relevant attitudes on the Russian territory are provided with reliable protection; Russia fully fulfills its international obligations in the field of physical nuclear security," Prikhodko said.
The presidential assistant recalled that the Russian Federation is involved in a number of international conventions in the field of physical nuclear security, primarily in the Convention on the Physical Protection of Nuclear Material and Adjusting it, and also initiated the adoption of the International Convention on the Combation of Acts of Nuclear Terrorism and one of the first ratified it.
In addition, on March 29, Russia and the IAEA signed an agreement on the creation of a guarantee stock of low -enriched uranium on the territory of the Russian Federation. "The document is designed to ensure the reliability of the supply of nuclear fuel to the Magate Member States, which cannot, for non -profit reasons, purchase fuel for their nuclear power plants on the world market," Prikhodko explained.
According to him, "reducing the risks of the spread of nuclear weapons, strengthening physical nuclear security in the world, as well as ensuring the implementation of the legitimate interest of many countries in the development of nuclear energy is the promotion of multilateral approaches to the nuclear fuel cycle."
"The Russian contribution to the promotion of multilateral approaches was the implementation of the initiative of the President of the Russian Federation on the creation of a global atomic energy infrastructure to ensure equal access to all interested countries to atomic energy, subject to the requirements of the non -distribution regime and its pilot project to create in Angarsk together with Kazakhstan, the participants of which are now also Armenia and Ukraine," - He noted.
According to the results of the summit, two final documents are supposed to be accepted: a communique and a work plan, Prikhodko noted. It is also assumed that each party-participating will distribute the national memorandum on the topics of nuclear security that will be published on the summit website.
Experts: The nuclear summit will be "sharp", but will not solve all the problems
Meanwhile, foreign media and the expert community pay attention to the fact that the narrowed agenda of the current summit bypasses the actual acute theme of nuclear distribution. Iran and the DPRK were not invited to the nuclear summit, the Prime Minister of Israel refused to come (he sent, however, in place of himself the deputy).
According to the "Independent Gazeta" , the summit’s agenda is specially narrowed to avoid acute conflict situations. It is not only about the problems of the nuclear programs of Iran and the DPRK, but also about the recent signs of enhancing the nuclear race in South Asia.
So, according to The New York Times , the White House closes its eyes to a new danger: starting in operation in Pakistan new objects for the production of weapons nuclear materials and expanding the possibility of building nuclear weapons India.
All these are evidence of the extreme seriousness of the problem of nuclear distribution and difficulties in solving it, NG notes. The main discussions on this topic are still ahead: at meetings of the UN Security Council, at which steps in relation to Iran will be discussed, and at the UN conference under an agreement on non -proliferation of nuclear weapons (day).
The conference will give an occasion for explanations between different groups of participants in the contract - members of the official nuclear club, unofficial nuclear powers and other countries. It can be expected that this explanation will be extremely sharp, the publication believes.
