The Sochi website for state procurement has published registers of contracts with suppliers for the second half of 2009 and 2010 – under the regional target program “Provision of construction of Olympic facilities and development of the city of Sochi as a mountain climate and balneological resort”, two schools will be built in the Adler district of Sochi: for schoolchildren of the state farm “Russia” for 400 students and in the village of Vesyoloye for 1000 students. The first will be built for 480.128 million rubles by Krasnodar OOO “Construction and Installation Management – 375” (SMP-75), the second – for 720.296 million rubles (the contract includes design) by OOO “Terem” (Goryacheklyuchevskoy district of the region).

This is several times more expensive than building a school in Rostov. "In 2013, a school for 1,650 students will be built in the new Liventsovka microdistrict. The auction for the construction will be announced this year. The starting (maximum) price of the contract will be about 400 million rubles," said Rostov Deputy Mayor Vitaly Zolotukhin. A student's place in Rostov will cost 242,000 rubles, in the village of Vesyoloye - 720,000 rubles, and in the Rossiya state farm - 1.2 million rubles. SMP-375 received the contract at the maximum price - two applicants were not admitted to the auction, another simply did not show up for the bidding, "Terem" significantly reduced the price in the fight for the order - the starting price was 970.817 million rubles.

Deputy Head of the Sochi Capital Construction Department (the auction customer) Ruslan Kaverin could not say yesterday how the price was formed. "Veseloye has special geological conditions, and these schools, like Olympic facilities, have the highest possible requirements," he says.

“The auction price [for a school for 400 students] was calculated based on the cost of a school recently built in the village of Solokhaul in the Lazarevsky district of Sochi, by recalculating the area of the buildings,” says Pavel Gindra, deputy general director of SMP-375.

“This [RUB 720 million] is not a high price, our facility has increased seismic and quality requirements,” says Terem CEO Sergei Kutsov.

"We are building quality housing in the center of Rostov for 16,000 rubles per square meter (the general contractor's price), the school should cost a little less," says Vladimir Nor-Simavonts, director of the construction and contracting company Roststroyinvest. The Terema school (17,900 square meters) will cost about 42,000 rubles per square meter. "Costs in Sochi are growing because the delivery of building materials is more expensive and warehouse space is expensive - there is not enough of it," says an official of the Sochi mayor's office.

Two Sochi schools will cost 1.2 billion rubles.
