Bakiev, throughout all those who followed the coup, could not establish a dialogue with the leaders of the opposition that came to power. He either insisted on his legitimacy as the head of state, then declared his readiness to put up powers in exchange for security guarantees for himself and his family. Representatives of the Provisional Government also did not differ in sequence: they declared their readiness to conduct a dialogue with the overthrown president, then they refused him. Some members of the new government admitted: Bakiev has immunity from criminal prosecution - and it cannot be arrested. At the same time, their colleagues made high -profile statements that the president was deprived of immunity and would be sent to bars in the coming days.
On April 15, Kurmanbek Bakiev called Vladimir Putin (the fact that the initiative of the conversation came precisely from the Kyrgyz leader, the Russian White House emphasized especially). According to the interlocutor of The New Times surrounded by the overthrown president: "Putin invited him to give up powers, agree to the terms of the Provisional Government and get away from Kyrgyzstan." “In the context of popular indignation, the Provisional Government had no opportunity to ensure the safety of the former president before resolving the issue of his responsibility in accordance with the law,” Otunbaeva noted after Bakiev left the country. “We thought about the image of Kyrgyzstan, its people and government as a civilized country, which is not able to allow a medieval reprisal against the former president.”
To ensure the evacuation of Bakiev in Kazakhstan by the Russian Air Force was instructed by the already supreme commander -in -chief - President Dmitry Medvedev, who at that time was at a meeting of the Brik countries in Argentina.
