FCP "Personnel" - from bad to worse

In 2010, the federal target program “Scientific and Scientific and Pedagogical Personnel of Innovation Russia” continues to operate, designed for 2009-2013, the main tasks of which were “Creation of conditions for improving the high-quality composition of scientific and scientific-pedagogical personnel, an effective system of motivation for scientific work; creating a system of stimulating the inflow of youth in the sphere of science, education and high technologies ... as well as its consolidation in this area; Creation of a system of mechanisms for updating scientific and scientific and pedagogical personnel. ” These good goals are prevented from realizing not so much a crisis that led to a reduction in the budget of the program, but the legislation unconnected to financing science (primarily the Federal Law dated 07.21.2005 No. 94-ФЗ “On the Placement of Orders for the Supply for goods, the performance of services for state and municipal needs”) and the quality of work of officials.

The first year of the work of the program could not be recognized as successful (see the article “FCP“ Kadra ” - smoothly on paper” in No. 40 “Trinity Option” of October 27, 2009), but these were only flowers. If last year, according to the main events of the program in the competitive documentation, three criteria for evaluating applications -the quality of the work and qualification of the competition participant (45 % of the total evaluation of the application), the price of the contract (35 % of the total evaluation of the application) and the deadline for the execution of the work (20 % of the total evaluation of the application), then only the first two criteria remained this year. Accordingly (another would contradict the Federal Law of July 21, 2005 No. 94-FZ) the main criterion for evaluating applications was the price of the contract proposed by the applicant (55 %). It could be predicted right away that this would not lead to anything good. And so it happened.

Competitions of scientific and educational centers: by law and by mind

Event 1.1. FCP "Personnel" ("Conducting scientific research by collectives of scientific and educational centers"), from a financial point of view, is the most ambitious of all events of the program to support scientific groups. At the end of 2009, deputy head

It is through Nutz that such defining problems as the achievement of the scientific results of the world level according to a wide range of scientific research should be solved; consolidation in the field of science and education of scientific and scientific-pedagogical personnel; The formation of effective and viable scientific groups in which young scientists, graduate students and students work with the most productive researchers of the older generations. ” Now the liquidated Rosnauk cited data on the results of the competitions: the total number of contracts concluded, the average competition, the distribution of winners in departmental affiliation and federal districts, etc. However, data were not given, indicating how harmful the consequences of the action of the laws are unsuitable for financing science.

Data on the received applications and winners of the competitions are published on the website of the FCP "Personnel" [2]. Last year, I analyzed the results of the “main tour” (I-VI queues) of the Nets contests. The minutes of the meetings of the competition commissions of Rosnauki, who determined the winners of the competitions, provide a common score scored by the application, as well as points for the price of the contract (the lower the price - the higher the score) and for the “quality of work and qualification of the participant”, i.e. By the content criterion. The total score is the sum of these points, and it is on its basis that the decision is made to choose the winners in the lot. And what would happen if it were not necessary to take into account the price? It is simple to answer this question: you need to not accept the price (and other criteria, if any), but to ruin applications only on the basis of the point received for the quality of work and the qualifications of the participant. It turns out that in this case, significant changes occur in the group of winners: at all the competitions for NEC, approximately 34 % of the winners who won due to unscientific criteria should be replaced by those who scored a higher score according to the substantial criterion. At some competitions, even applications with the highest assessment of the content part did not fall into the number of winners.

With an increase in the role of the price, the situation, of course, worsened. On April 16, the results of the results of the last (VIII) queue of the “main tour” of the Nutz 2010 contests, the ranking of applications only by the criterion “quality of work and the qualification of the participant” shows that this year, if they focus only on scientific viability -should replace almost half of the winners (47 %). But not only is the selection of the winners in half randomly (a strong level of application helps someone, and the low price “draws” someone, in addition, working scientific groups are forced to compete at the price of a contract with dumping teams that do not have proper scientific qualifications. As a result, compared to last year, the average amount of research financing under the contracts has sharply decreased: if last year, about 12.4 million rubles won as part of the main round of the NEC contest. (4.1 million rubles per year), then this year - approximately 8.7 million rubles. (2.9 million rubles per year). The maximum amount of financing under a three -year Nutz contract established several years ago during the development of FCP "personnel", I recall, is 15 million rubles. Given the fact that the NOC team, including graduate students and students, often has several dozen people, the financing of Nutz is turning into pure financing of “maintenance of pants”.

Sleight of hand, Or universal The science of management

But unsuitable laws are only half the trouble: they do not interfere with establishing an objective system for evaluating applications at least by the criterion “quality of work and qualification of the participant”. But there is no. Many experts are perplexed with the results of the assessment of the substantial criterion by their lots: some of the organization who were not known to their professional achievements received unexpectedly high marks “for science”. A lot of questions arise according to the estimates of better famous organizations. However, if in many situations it is possible-at least hypothetically-to assume that someone's application turned out to be unexpectedly strong or unexpectedly weak, then the results of individual competitions are difficult to regard otherwise than undeshient shamelessness and violation of common sense.

The State University of Management (GUU) participated in the NEC competitions. There is nothing surprising here, all the more so, the GUU has the leading scientific school of Sergei Yuryevich Glazyev NSH-5986.2008.6 “Development of a strategy for the economic development of Russia in the context of global technological shifts” (his school won the 2010 competition, but the results of 2008 were taken into account in NEC competitions). Note that there were no other leading scientific schools in the State Unitary Enterprise, which can be seen when you get acquainted with the list of winners on the Rintze website [3]. This is interesting this: the university submitted applications for the competition both for the lot “Conducting scientific research by collectives of scientific and educational centers in the field of economic sciences” (III queue, Lot No. 2, social and humanitarian sciences), and by lot “Conducting scientific research by collectives of scientific and educational centers in the field of nanotechnologies and nanomaterials” (VIII turn, lots No. 2, technical. science). In the first case, NOC from the State Unitary Enterprise proposed an application on the topic “Possibilities to increase the innovative activity of Russian business during the period of global technological shifts and crises” and requested 10 million rubles. A high rating for the quality of work and qualifications (39.31 points) allowed the university to close the list of winners. In the second lot, the GUU was also among the winners: having requested the same 10 million rubles, the university received by the criterion the “quality of work and qualification of the participant” ... 43.88 points (out of 45 possible), i.e. Even more than in the "profile" lot! He fell into the top three by this indicator, lagging behind the winner by only 0.3 points.

Entering the GUU website, it is easy to verify the obvious fact that there are no units that at least with a stretch could be calculated specializing in nano-technologies and nanomaterials [4]. At the university, which is not surprising, given its profile, there are no physicists, chemists, biologists, etc. - They are not prepared there [5].

The situation, of course, is absurd from the point of view of common sense, it is no less absurd from a formal point of view. When evaluating applications in terms of qualification of the Nutz team, “participation in the NEC team of the leading scientific school was taken into account; The characteristics of the team of performers of the research (position, scientific degree, scientific title, belonging to a scientific school, publication and monographs on the subject of research, national and international prizes and awards in the field of science, technology and education, participation in the educational process on the topics of the research). ” The leading scientific school in the State Unitary Enterprise, as we saw, is only one - the school of Sergei Glazyv in the field of social and humanities. Thus, when evaluating the application in the direction of Nanotechnology and Na-Materials (technical sciences), the presence of a school in public and humanities was set off. Moreover, the team of NEC for nanotechnology, apparently (one school), should be about the same as in the economic sciences-an enviable interdisciplinary!

The declared theme of the NIR-“Strategy for the creation and development of scientific and educational centers of the Russian Federation in the field of nanotechnologies and nanomaterials”-is also very difficult to attribute to the very topic of the lot-research in the field of nanotechnologies and nanomaterials. The support of the Nutz in this area aims to prepare specialists in nanotechnologies and nanoma-cores, and not on strategic planning and all other “general leadership” (we have this good and so much, and it is funded very well). But even if you calculate the application of the relevant topic, it is impossible to understand how the research with such a topic could be highly appreciated for the indicator “The relevance and scientific significance of the implementation of the research” (5 points maximum). After all, the implementation of the research ends in 2012, and the NEC according to nanotechnologies has now been created, probably, in every bear corner (if not from its own development logic, then at least in the calculation to receive funding in the fashionable direction in the framework of the FSP "personnel" and other programs). In 2010, the FCP “Development of Nanoindustry infrastructure” ends, and even if the program is extended for a couple of years, the recommendations developed as a result of the research under discussion are unlikely to be useful here. The last year of the NEC contests in the framework of the FCP "Personnel"-2011. Thus, in 2012 (yes, in general and now), the relevance of the NIR on the subject proposed by the University of Topic, to put it mildly, is small.

Questions can be continued. How the GUU application was highly appreciated for the indicator “Experience of performing work by the NOC team and the results achieved in the field of the competition” (6.5 points maximum), which evaluate “Experience in performing work in the field of the competition, the availability of publications and monographs; protected dissertations; implementation of the results of the work carried out into the educational process; Results of intellectual activity "? It would be extremely interesting to look at the list of projects completed in the field of nanotechnologies and nanomaterials, as well as at the list of publications in this area (in the Web of Science, the University of Management has been listed as many in all areas of knowledge from 2000 to the present, and most of them cannot be attributed to the section “Nano”). It would be no less interesting to compare this list with a list of projects and publications of leading Russian research centers that have received lower grades.

Only the chairman of the competitive commission, Valery Vladimirovich Kachak, deputy chairman of the competitive commission, Alexander Olegovich Ladny, who was also deputy chairman of the tender commission and by economic lot, as well as their colleagues for the competitive commission, know the answers to these questions. And it seems to a person from the side that when evaluating the application of the State Unitary Enterprise, Rosnauki's own competitive documentation was frankly ignored, and therefore the results of the competition on this lot should be interested in the Federal Antimonopoly Service, overseeing the fulfillment of legislation in the field of competitions and public procurement.

"Without a piece of paper, you are a bug"

If the results of the main round of the Nutz contests are summed up, then contests for groups under the leadership of doctors of sciences, candidates of science and graduate students are continuing, and therefore it is too early. So far, only one thing can be noted - an ongoing bureaucratic absurdity with a massive deviation of applications on formal grounds (this is not in the former Rosnauk). Last year, at the stage of consideration of applications, approximately 40 % of applications deviated, in the current situation it improved slightly: 20 % of applications deviate according to some lots, for some - a third, almost half ... The deviations are diverse: in addition to the “classics” like “the date of issuing a notarized copy of the extract from the unified state register of legal entities presented by the order participant, does not comply with the requirements Competition documentation ”or“ An application for participation in the competition is not fastened with a seal ”and quite exotic ones come across. For example, the wording of the “Proposal of the Order Placement Participant, submitted as part of an application for participation in the competition in the form 2“ Offer on the conditions for the execution of the state contract for the implementation of search research work ”, does not comply with the requirements established in section VIII“ Order for the implementation of search research documentation ”, in particular, does not comply with the OKDP code (paragraph 2 of Part 24.4. Art. And the wording “There are no documents confirming the authority of the person to carry out actions on behalf of the participant in the placement of the order, in particular, documents confirming the powers of the person who signed the power of attorney on behalf of the participant in the placement of the order” does not necessarily mean that there are no documents. This wording is also the case when the director of the institution issued a power of attorney to his deputy to sign the documents a little earlier than the document on his re -appointment to the same position came out.

In general, there is a lot of interesting things, the resume is simple: and in the case of the FCP “personnel”, as in many other cases, we have the classic formula of Viktor Stepanovich Chernomyrdin - “we wanted the best, but it turned out as always”.
