The Presidium of the Higher Attestation Commission under the President of Azerbaijan (HAC) identified and discussed facts of plagiarism that were found in scientific works submitted for defense to dissertation councils, and made a decision.
As the APA agency was informed from the press service of ANAS (National Academy of Sciences of Azerbaijan), the Certification Commission revealed facts of plagiarism in dissertations that were submitted for obtaining a scientific degree to the Dissertation Council N. 06. 011 (chaired by Doctor of Law Ibrahim Guliyev) at the National aviation academy.
During the study of scientific works submitted to the Council, cases of plagiarism were identified. It turned out that most of the facts of plagiarism were identified in works written at the Institute of Philosophy, Sociology and Law of ANAS and sent for legal protection.
The revealed facts indicate a gross violation of the requirements of the concept “On the award of scientific degrees and scientific titles” by the Higher Attestation Commission under the President of the Republic of Azerbaijan.
As a result of an investigation carried out during a preliminary examination of scientific works received by the Dissertation Council, it was found that most of the works were translations of scientific works of scientists from the CIS countries, mainly the Russian Federation, or dissertations written in Russian were directly copied from works defended in Russia.
In many cases, there are similarities in plans, chapters, paragraphs, and content of the topics presented. A distinctive feature of these works is that the candidates included only some additions to the translated or rewritten dissertations. Instead of regulatory legal acts of the Russian Federation, they entered the names of regulatory legal acts of the Republic of Azerbaijan.
During the investigation, it was found that when discussing dissertations, scientific supervisors and some employees of scientific and educational institutions, especially the Institute of Philosophy, Sociology and Law of ANAS, did not show the necessary demands.
During the investigation, it was also established that plagiarism was committed by dissertators of the Institute of Philosophy, Sociology and Law of ANAS Aliyeva Esmira Cherkez gizi, Aliyev Ahad Khamza oglu, Jafarov Mushvig Alekper oglu, Mustafayev Adil Shokhret oglu, Safaraliev Rustam Rasim oglu, Makhmudov Emin Vidadi oglu.
According to the decision of the Presidium of the Higher Attestation Commission, the leadership of ANAS was instructed to take the necessary measures to timely prevent such negative cases and inform the commission about the work done. The commission deprived the rights of dissertators who committed plagiarism at the Institute of Philosophy, Sociology and the right to re-defend on these topics, and also prohibited them from granting the right to defend dissertations on other topics for three years.
Doctors of Law Mais Aliyev and Ibragim Ismailov were deprived of the right to be scientific supervisors for five years. In the event of a repetition of such facts, the issue of deprivation of a doctoral scientific degree will be considered by the Presidium of the Higher Attestation Commission.
Authors of reviews of dissertations that constitute plagiarism are given a serious warning.
