It is difficult to be silent when you are faced with public opinion that has gone about wild instincts. I mean the story with the capture of the Somali pirates of the Moscow University tanker. Public opinion ardently approves and almost unanimously supports the actions of the Russian military, entailing the death of 11 pirates. Both death and the most unpleasant are welcomed - the circumstances of the death and explanation of these circumstances by the Russian side. It is not only about the Russian public, but also about the world, including marine.

Only a few share my position, which consists in the fact that the actions of the military directly threaten the task for which they are in the Gulf of Aden - the task of ensuring the safety of trade navigation, the safety of civilian sailors. A huge amount of criticism and accusations came to my address and continues to go, including “cornation”, rotten humanism and stinking liberalism. Only a few sailors agree with me. Maybe I sold pirates? But the fact is that my analysis of the situation in the region, my proposals, they are just pirates and are dangerous, but the bloodthirsty screams of the public, support for the regime of lawlessness in the region-they are pirates on hand. This is what I will try to explain to the public if she is able to perceive explanations that are contrary to her instincts.

I suggest the public to dig into history, and in the recent one. Find out how the undeclared wars ended. That is, when one powerful country fought with another, small and not powerful, but, having met a strong rebuff, she was afraid to wage a full -scale war. And she fought through special operations, half -heartedly and in an undertone. How ended in Vietnam and Afghanistan? I highly recommend remembering. With the pirates, things are much worse.

Somali pirates are not in their most enactable criminals, this is an ordinary Somali layman. The war with the pirates is a partisan war at sea. Moreover, the war is undeclared. Someone is fighting according to the same laws, such as the European Union and NATO, someone according to others, like India, China, Russia. Does the public want a total anti -pirate war? Then she must demand from the governments of her countries the corresponding actions - the creation of a single military contingent under a single command, the adoption of a single law on merciless extermination of pirates. Now we have wiring warships. What should be done in the event of a total war? To clean in the areas: if there are many goals in a particular place, but not one is able to legitimize himself by means of communication or AIS - to destroy all living things on this area. Then and only then the pirates will leave, say, the Aden Bay, but not the Indian ocean - how to be there, is generally unclear. Will states go, the world community for such a method of war with pirates? They will not go.

The public shouts that, they say, pirates should know, there will be no mercy to them, Russia set a great example. The public does not know what he is talking about. A long time ago, pirates know that they do not have to wait from military mercy. More and more pirates perish in the ocean, more and more - shamelessly: they shot, or drowned in a storm, or the fuel and water died and died from deprivation ... stopped their brutality of the military?

The Russian public emphasizes that the pirates will now know that it is better not to contact the Russians. I want to disappoint the Russian community. The Indian military has been mercilessly trimmed with all the pirates for several years, at all suspects in piracy and even on everyone who stood nearby. Have the Somali pirates became more careful after this in relation to Indian civilian sailors? Not at all: about a month ago, the pirates captured more than ten Indian trading preschools at once. Helped the cruelty of the military?

The Russian public will object: what is there to compare?! We, Russia, and another India. And what, the blow of the Russian boot is more painful in Indian, and the bullet is fatal?

The actions of the Russian military in the history of the Moscow University tanker, the similar actions of the other military, called “gesture” in thought, deserve assessments from “thoughtlessness and irresponsibility” to “crime”. This is not a defense of trade, this is something exactly the opposite. Pirates, do not hesitate, will learn the lesson and the next time in a similar situation they will try to capture the crew at all costs, despite the possible death of part of the sailors. The pirates have nothing to lose. And then to blame their relatives of death? Only pirates? Not anymore. The military, politicians, the public - they do everything so that the bloody captures become reality, and I, I remind them, so far.

It is impossible, impossible, even theoretically, without having driven into the region of the Navy of all countries of the world, to make pirates really feel that the chance to survive, to survive too small to go on robbery. And the blows by the vicinity practiced by the military at present, this is the persecution of the rat driven into the corner. For each rash act of the so -called stiffness, civilian, not military sailors will have to pay.

What the public wants, and what do I want? I want the safety of trade navigation. And what does the public want the blood of pirates? I insist: the blood of pirates and the safety of civilian sailors are different things. Safety can be provided technically without any blood, right now, at least in the Gulf of Aden. With one small “but”: it is necessary full, without looking back at pseudonational interests, cooperation. But so far the military cannot even put a joint unified command by all ships driven into the region. The military themselves say: with a single command, one could achieve the same results with the third forces that are now. That is, a single command will be three times to increase efficiency. What prevents each vessel of armed security that military teams carried out? This would provide one hundred percent efficiency - if each ship responds with fire, the pirates will think three times before attacking. But it is possible to provide all vessels with security (at least in Aden) only if all interested states agree on honest cooperation. Who is in the way?

The military constantly complain of another problem: where to put detained pirates. Ekiya difficulty! Yes, agree with the sovereign puntland : for a couple of million in your budget they will allow anything. On their territory, next to the main pirate bases, one could build a cozy concentration camp and bring all the detainees there. The camp must be created by the forces of the international community, to be kept at its expense and be protected by the international military contingent, and not by the forces of the African Union. Agree with Yemen, with Kenia, with Seychelles. There is another curious island called Diego-Garcia. You can do there.

Loss of pirates from “hardness” is too small to turn them away from unrighteous profit. Around the piracy there has already been a whole infrastructure of business, money, politicians, interests of private, corporate and state. To maintain the struggle with piracy with such injections and kicks, it means to support those who stubbornly do not want to end him for real. Ultimately, this means to support pirates.

Pirate lawlessness meet military lawlessness without declared war. The leading specialist of the Russian law, the president of the Association of International Marine Law Anatoly Kolodkin, indignantly rejected the proposal to leave the pirates on the shore, as it was done so far: "What did you not ask whether they kissed their farewell?! That is, it justifies the Blessing reprisals.

Russian President Lawyer Dmitry Medvedev does not see trouble in such actions: "Until there is no legal framework, do with them how our ancestors acted."
