Therefore, the number of tribal communities has grown sharply, whose members do not belong to small nations, but use the status for preferential fishing. The indigenous peoples themselves who ask the Kamchatka authorities to tighten the rules for the registration of generic communities are concerned with this problem.

Not so long ago, Kamchatka was attributed to the zones of the traditional residence of indigenous peoples. After that, the number of registered communities of the indigenous peoples of the North increased three times. The fact is that natives can now catch a lot of fish for the needs of their communities and on more preferential conditions than fishing companies. Thus, a large number of tribal communities have appeared, which act in the interests of different people, and representatives of indigenous nationalities there are only the founders. However, some of them do not even know that their names are used for selfish purposes, says Elena Kazantseva, vice-president of the Association of Indigenous Peoples of the North of the Kamchatka Territory. This turned out after a letter from the registration service, which was received by the Association.

According to Kazantseva, there are some programs that give numerous benefits to the inhabitants of the Far North.

Elena Kazantseva : People hope that they from these support programs to at least some kind of piece, that is, they will receive the same motors, boats, cars, and so on. But if a person does not have a limit, if he does not have a site and, accordingly, there will be no fishing, then what boats and motors can be. Accordingly, they will not receive anything from these programs. But still they hope, create these communities.

Yaroslav Melnik : The association of indigenous peoples assures that at least 60% of the currently existing generic communities is a frank fake. Moreover, their fishing has nothing to do with traditional when reserves are made for the winter. False Aaporgenes simply cut out caviar, and throw the fish. Real indigenous peoples assure that they have nothing to do with such barbaric fishing. And they believe that the current situation can lead to the destruction of salmon reserves of the region. Representatives of the indigenous peoples ask the authorities to tighten the procedures for registering tribal communities in order to preserve the salmon population in Kamchatka.
