Six military districts will be transformed into four operational-strategic commands , Nikolai Makarov, head of the General Staff of the Armed Forces of the Russian Federation, said at a meeting of the Federation Council and Security Committee. The commander of the new military districts will be subordinated to all the aircraft deployed on their territory, including the Navy, Air Force and Air Defense, with the exception of nuclear forces, Interfax reports.

At the head of each command, it is planned to put not several, as it was before, but one leader - the commander of the OSK in the strategic direction. The headquarters will be located in St. Petersburg, Yekaterinburg, Rostov-on-Don and Khabarovsk.

As part of the operational and strategic commands, the General Staff intends to create three combined arms armies. "We conducted a thorough analysis of modern threats and challenges and came to the conclusion that it is necessary to create additional combined arms armies in some strategic directions. There will be only three of them," Makarov said. Six motorized rifle brigades will be formed additionally, which will be part of the created associations.

The proposal of the Ministry of Defense and the General Staff to create four OSK is now under consideration by the country's leadership. “I think that this issue will be resolved positively in the near future,” Makarov suggested.

Along with this, eight united aviation bases and two aviation marine bases will be created in Russia. They will be proportional to the country, in particular in Voronezh, Chelyabinsk, in the village of Domna near Chita, near Komsomolsk-on-Amur.

The decision on their creation is due to too high the cost of operating airfields. "The approximate cost of the operation of one airfield per year is 1 billion rubles. This amount is prohibitive," the general said. And after the unification of the 245 current airfields, only 27 main airfields, which will accept all the Air Force generation, including army aviation.

As an example, the chief of the General Staff cited that the combat training was given to the chief rooms, removing it from the liability of the Main Directorate of combat training. Only three bodies will now be responsible for military discipline: the Main Directorate of the Educational Work of the Armed Forces of the Russian Federation, the commander of the district troops and the brigade commander.

At the same time, Makarov specified that the main command of the Ground Forces, the Air Force and the Navy will remain. "The chief men will be engaged, firstly, the construction of their type of armed forces. The second is the organization of combat training, which we simply have not had over the past 20 years, and we were weaned," the military leader said.

Their third function will be the preparation and conduct of peacekeeping tasks and operations, and the fourth - the development of weapons and military equipment, "because no one knows better than the commander -in -chief what kind of equipment and what weapons are needed."

In addition, the head of the General Staff added that the Institute of Warrant Offenses and Middle Army in the Russian Army was completely eliminated.

Makarov also spoke out for extending the call period until August 31. “This is not due to the fact that we lack conscripts, but with the peculiarities of training military specialists - instead of two issues, we plan to release three issues of military specialists who will study within three months,” the head of the General Staff explained.

In relation to contractors, he said that their number would be reduced. They will occupy mainly leading positions in the Navy, partially in the Air Force and Air Defense. In addition, they will be assigned to determining positions in the formations and brigades of constant combat readiness.
