How it looks in the vast majority of cases. So, we plan the next changes in the university charter. These changes according to the established tradition should be made each time by the decision of the so -called “conference”, in which all members of the Scientific Council participate, as well as additional representatives from faculties and other units elected according to this very academic council.

By tradition, these changes are mainly of such a character: “We have sent the next order from the Ministry of Education and Science here, according to which we must change the charter in this way.” No one understands what the meaning of voting is, if we still cannot but change it. But the ritual is the ritual.

And here again. I decided to participate in this process for a variety - I volunteered to be one of the representatives from the department at the faculty conference on the election of delegates to the university conference. Everyone gathered, signed in the statement. Deputy. The dean announced that such a thing is again a new charter in connection with a change in federal legislation. What kind of changes should be made in the charter - no one is in the know. Several people are default delegates as members of the Scientific Council. The rest we need to choose. And for the election we decided to offer ..., then a list of eight surnames is read out, someone I know, I hear about someone for the first time. There are no other candidates. Not accepted by us - other candidates. The ballots are printed in advance.

I thought to put up my candidacy, but you think: how will they look at me if I make me reprint the ballots for some of my ambitions, and the whole meeting will wait until they do it? It is not so accepted for us. And how much frost then the counting commission? OK. Then you have to delete someone at least. Just in order to somehow comprehend your participation in the process.

I think I’ll delete the assistants to the dean in AHC and marketing. They are not teachers, and I must experience class hatred for these sweeter people. It turned out unconvincing to force yourself to hate class. But I tried. Oh! I forgot to take the pen with me. Well, where is the secret vote, there should be a pen, probably. What? Secret ballot? After the first meaningless attempts, dear colleagues stopped closing the door of the room. And just in turn approached the box and put the ballots there. Sometimes showing joyfully to everyone that he is clean. Of course, there was no pen there. And I lowered my ballot into the urn, not satisfying class hatred. Unanimously. Only one person seems to have crossed himself.

Now let's see what kind of charter we were offered? Out of interest, I looked only the most delicious - a system of power at the university. The scientific council of St. Petersburg State University from now on:

a) does not manage the university, but is only a representative body;

b) it is not authorized to make decisions on educational, educational, research, research and information and analytical work, training of personnel, the implementation of international ties of the university, but only consider them (the phrase that he does this only on the representation of the rector is removed);

c) does not make decisions on the creation, reorganization and liquidation of faculties and departments, but only discusses them (decides -the director);

d) does not form its own agenda - it is claimed by the rector;

e) does not solve any financial issues;

f) And finally, so that just in case there was no case, the decisions of the Scientific Council come into force only after the approval of the protocol by order of the rector.

In addition, a permanent body of the Scientific Council is created - the Senate, consisting of the rector and president of the university, vice -rectors and deances. This body is authorized to perform the functions of the Academic Council between his meetings.

In my opinion, it's just great. After reading, I was thinking about whether to stand in front of the delegates of the conference with the poster "Down with the power of the Council - long live the autocracy!". And then I thought that there was no need - members of the Council and they themselves want to deprive themselves of all the authority. Because for them, membership in this council is not some kind of vulgar power, but a sign of status. Honored Honor.
