
The budget deficit in 2013 should not be higher than 2.9% of GDP, said Deputy Prime Minister, Minister of Finance of the Russian Federation Alexei Kudrin on Wednesday in the State Duma.
"If a decrease in the budget deficit in 2013 is planned by double compared to the crisis of 2009, in which there were 5.9% (GDP) of the deficit, then it should be not higher than 2.9% (GDP) in 2013," quotes Kudrina RIA Novosti .
The budget revenues of the Russian Federation in the first half of 2010 increased by 36.1%compared to the same period last year. However, he did not cite absolute indicators, notes Interfax .
“Income is still lower than in the first half of 2008, almost 4%. That is, we have not yet increased income to a pre -crisis level,” he said, explaining that the increase in income in the first half of 2010 is due to the fact that the average oil price, which is taken into account when crediting revenues to the budget, was 75.9 dollars per barrel, and in the First Half a year of 2009 - 50.8 dollars per barrel. Thus, the minister said, a significant increase in the budget revenues "is associated with an increase in prices from the global conjuncture for oil."
The budget deficit according to the results of the half of the year amounted to 2.3% of GDP, however, according to the results of the execution of all expenses for the year, it will reach 5.4% of GDP.
According to Kudrin, this is primarily due to the fact that in the second half of the year there will no longer be such sources of income as the receipt of UST residues for 2009, the crediting of a large volume of the central bank and large amounts of reserve funds that came in the first half of 2010.
The head of the Ministry of Finance emphasized that the revenues from the reserve fund and the National Welfare Fund amounted to more than 200 billion rubles in the first half of the year. In the second half of this year and in 2011, there will be no such income from the management of funds, he added.
By 2013, based on the President’s budget message, the government has the task of reducing the deficiency to less than 3% of GDP, the head of the Ministry of Finance added.
The state for the entire time of the action of this anti -crisis measure of state support issued 119 guarantees to Russian system -forming enterprises for 216.9 billion rubles, Kudrin said.
"As of July 2, as part of anti -crisis measures for the allocation of guarantees for two years, 119 guarantees were provided to the enterprises system -forming in the amount of 216.9 billion rubles," Kudrin said, adding that 42 guarantees for 55.2 billion rubles were issued for the current year.
