Rosobrnadzor agreed with the conclusions and gave comments that will undoubtedly help applicants cope with the situation.

The Federal Service for Supervision in Education and Science receives numerous complaints from applicants about the improper organization of the work of the selection committees of a number of universities in the country. In turn, Rosobrnadzor, monitoring the admission campaign, reveals numerous cases of violations of the admission rules.

In this regard, we are forced to state that the excitement and confusion in some admissions committees are the result of the mediocre organization of the work of these commissions, the omissions of the leaders of these universities and the lack of proper control over what is happening on the part of the founders of higher educational institutions.

Most often, the problems are related to:

- with violation or ignorance of a number of provisions of the Procedure for the admission of citizens to state-accredited educational institutions of higher professional education (Order of the Ministry of Education and Science of Russia No. 442 dated 10/21/2009);

- with the requirement for universities to have excessive documents from applicants at the stage of acceptance (photos, medical certificates, etc., as well as certified, including notarized, copies of documents, including certificates of USE results);

- with the lack of modern computer software for processing applicants' data;

- in some cases - with an insufficient number of representatives of the selection committee working with applications.

Please note that according to the admission rules of 2010, certified copies of documents (passport, certificate, military ID, etc.) are not required. As for the results of the Unified State Examination, it is enough to indicate in the application the number of points scored by the applicant in each subject, since the reliability of the information must be verified by the university through the Federal Database of Certificates (FBS).

At the same time, it is obvious that universities, ignoring the provisions of the admission procedure for the sake of personal interests, require unnecessary documents, and then complain about the lack of time and people to process unnecessary papers. Moreover, the vaguely written rules of the universities themselves formally push applicants to the mandatory personal presence in the selection committee at the time of submission of documents. Thus, some universities are trying in every possible way to “tie” any applicant for a student ID directly to themselves.

All this generates queues of applicants and parents who came to personally submit documents. It is worth noting that many applicants, frightened by the current situation and artificially heated nervous situation, still prefer the personal presence in the selection committee of the existing opportunity to send documents by mail.

Only a few higher educational institutions organized the acceptance of documents in electronic digital format, which is allowed this year. Where this feature has been implemented, queues are not observed.

At the same time, in a number of leading universities, the organization of the admission campaign is at a high level, characterized by the use of modern information and communication technologies. In regional higher education institutions, the situation with the organization of admission is also calmer.

Rosobrnadzor, identifying problematic universities and responding to citizens' appeals, exposes the founding inconsistencies with the requirements of the admission procedure to the founders of universities and insists on taking appropriate measures to correct the situation as soon as possible.
