“Politicians Through the Eyes of the Media,” a joint project of “Vremya Novostei” and the “Medialogia” company, are ratings of political figures who are most actively discussed in the federal press and on central TV channels.“Politicians through the Eyes of the Media” are published weekly: over the course of a month, you can sequentially familiarize yourself with the ratings of governors of the Russian Federation, deputies of the State Duma of the Russian Federation, ministers of the Russian Federation and heads of foreign states and governments. The ratings are also published on the publication’s website: www.vremya.ru.
The ratings reflect both the total number of publications per month and the level of information favorability in relation to each political person. The Information Favorability Index (IFI) is calculated based on the nature of references to a person (positive, negative, neutral), the significance of the message and the influence of the media.

Russian Prime Minister Vladimir Putin took first place in two media ratings. During the period of research, the media covered his working trip to Novokuznetsk, where he held a meeting on the restoration of the Raspadskaya mine and met with the widows of dead miners. In addition, the media reported about a conflict between Moscow Mayor Yuri Luzhkov and Sheremetyevo Airport over repairs on Leningradskoye Shosse, in which the prime minister had to intervene personally. The media's attention was also drawn to a meeting on the issue of gas supplies to Belarus, which Vladimir Putin held with the head of Gazprom, Alexei Miller.
Deputy Prime Minister Igor Sechin took second place in the ranking in terms of the quality indicator of the IIB. The media drew attention to Mr. Sechin’s promise to develop a state strategy for the development of the coal industry by the end of 2010. The media also reported that the Uralvagonzavod company asked the Deputy Prime Minister to act as an arbiter in the conflict with Severstal, which, in their opinion, inflates prices for its products.
Russian Finance Minister Alexey Kudrin took third place in the ranking in terms of the value of the IIB and second in terms of the number of media reports. The most notable event for the media was the G20 meeting, during which Mr. Kudrin expressed his forecast for the development of the world economy.
Foreign Minister Sergei Lavrov took third place in the ranking in terms of the number of messages and fourth in terms of IBI value. During the period under study, the media covered his visit to the Middle East, where he met with the leadership of Egypt, Israel and the Palestinian National Authority to discuss the situation in the region.
The most noticeable movements in the ranking for IIB were demonstrated by First Deputy Prime Minister of the Russian Federation Igor Shuvalov , Minister of Health Tatyana Golikova , Minister of Industry and Trade Viktor Khristenko and Minister of Agriculture Elena Skrynnik . The rating of Sports Minister Vitaly Mutko fell due to a scandal related to the results of an audit by the Accounts Chamber of the effectiveness of the use of budgetary and extrabudgetary funds in preparation for the Winter Olympics in Vancouver.
