Another "hot spot" may appear in Khimki. We are talking about the construction of a multi-storey residential complex in the Levoberezhny microdistrict on the site of the so-called Levoberezhnaya oak forest. Oak brava is a few hundred 150-year-old oaks on the banks of the Canal. Moscow, just a few kilometers from the Moscow Ring Road. Residents of Levoberezhny are against it, which they have twice stated at public hearings. The authorities did not listen. But the prosecutor's office listened - and recognized the latest hearings as illegal. However, the likelihood that construction will begin soon is still very high.
Once Levoberezhny (a microdistrict of the largest satellite of Moscow, the city of Khimki, located, as the name implies, on the left bank of the Moscow Canal) was called the “green coast”. No, even today it is green, for the time being… From the impact of the Moscow Ring Road, a huge dump of household waste that periodically burns, and a cement plant that destroys the ecology and human health, residents are protected by the remains of a park that was once on the territory of the Mamontov estate.
And in 2007, residents of Livoberezhny were invited to public hearings and told that a modern multi-storey residential complex would be located on the site of one of the remaining forest sites. It was then that it became known that the unique oak grove does not have any protection status.
An oak forest plot of almost 3 hectares between the canal named after. Moscow, the Oktyabrskaya Railway and Bibliotechnaya Street in 2005, by order of the Khimki administration, it was transferred to the long-term lease of the Interregional Development Company (it is this organization that builds most of the Khimki new buildings). A little later, the same company leased another hectare. According to the activists, all the leased land is federal property. And if this is so, then the order of the Khimki administration, signed by the mayor of the city Vladimir Strelchenko, is not valid - only the regional government has the right to dispose of such land.
Another violation is due to the fact that the site captures the water protection zone of the canal named after. Moscow. True, according to the deputy head of the Khimki administration, Dimitry Pozdneev, a decision was allegedly made in this regard to reduce the water protection zone in agreement with Mosvodokanal. Mr. Pozdnev promised to provide a copy of the document to the editors of Novaya. However, we never received anything.
Now, according to the law, no construction work can be carried out on the territory of the oak forest. The project has not yet received a positive conclusion from the Moscow Regional State Expertise. And it won't until it's approved at a public hearing. In 2007, the project failed miserably at public hearings. And a few months later, in 2008, the positive results of the hearings, which were held with numerous violations, up to the use of figureheads - MGUKI students and guest workers, were declared illegal by the prosecutor's office. By the way, then the investor proposed an already “finished” project - not one long house, but three 25-storey ones, and claimed (the same opinion is shared by the city administration) that the construction site would require cutting down “only 20 trees” ...
Nevertheless, the developer has already begun active development of the territory. On June 29, two change houses appeared on the territory of the oak forest, in which employees of the department of private security live to this day. And recently, builders began to install a fence around the perimeter of the site.
Change houses, a fence - all this is really allowed to be installed by a legal tenant. However, numerous examples of recent years make it clear: if there is a fence, there will be felling and construction without permits and documents. Then, probably, the developer can even be tried to be held accountable. Only now you will not return the grove with this.
For the past few weeks, the residents of Levoberezhny have been keeping a round-the-clock watch near the oak grove, so that if work begins, they immediately interfere with them and call the police. Will it help?

Does the territory fall into the water protection zone of the Canal named after Moscow? It was decided to reduce the water protection zone, everything was agreed with the services of the Moscow Vodokanal. The reduction of the water protection zone was issued on the condition that a normal embankment be made.
- Then why, if the project is so good, people are outraged?
Because people are always angry. Moreover, the same ones are outraged - they also oppose the construction of a new Moscow-Peter road ... Ecologists and the "greens" are very active, but when we ask them for help in holding a subbotnik, for example, they do not meet us halfway. But as soon as elections approach, their activity sharply increases. In my practice, there was not a single case where at least some kind of construction did not cause protests. As for the annulment of public hearings, this is the first time I hear about it. But without them, construction cannot begin.
- Meanwhile, the developer has already placed two change houses on the territory and is going to erect a fence in the near future ...
- The land is leased, and the developer has the right to put the territory in order - cut down diseased trees, remove dry wood and fence. It is not possible to start construction without a positive expert opinion. And it cannot be issued without the minutes of the public hearing. Timing? Depending on the activity of the developer. Three months is the minimum. I hope that all approvals will be obtained in the future and the construction will take place.
- Levoberezhny is in traffic jams, how will new residents leave the area?
- We really hope that the Moscow-Peter expressway will help us solve this problem.

He does not have an opinion on the development project of the Moscow Regional State Expertise - it cannot be issued without a positive result of public hearings. Based on the foregoing, we demand to remove the fence and change houses, as well as withdraw all permits.
