Novaya Gazeta has already reported on the tragic and mysterious accident on the Kaluga Highway, which occurred on July 31 at 23.20 and was not initially included in the police reports. Our sources in the special services reported that the accident occurred at the 44th kilometer of the highway; as a result of a collision between VAZ and Volkswagen cars, the driver and passenger of the Zhiguli were killed, and the foreign car, allegedly belonging to the garage of the Ministry of Internal Affairs and usually accompanying the minister’s motorcade, this time was carrying Rashid Nurgaliyev’s wife and her girlfriend.
We sent a request to the leadership of the traffic police of the Moscow region and the head of the traffic police of Russia:
- Did this accident really take place? - Did it really not get into the reports of accidents, and if so, why? - Did two people really die as a result of this accident? - Who was found guilty in the accident? - Does the gray Volkswagen really belong to the garage The Ministry of Internal Affairs of the Russian Federation and is used as an escort car for the minister? - Was the wife of the minister and her girlfriend really the passengers of the Volkswagen on that ill-fated night?
We received an official response only from the region - signed by and. O. Head of the Traffic Police Department of the Main Internal Affairs Directorate, Colonel Anatoly Agapov. “July 31, 2010, at 11:15 pm, on the 21st km of the Moscow-Roslavl highway, an accident occurred involving VAZ 21041 and Volkswagen Multivan cars. As a result of the accident, two people died and one was injured. Everything else, as stated in the answer, is authorized to comment only on the investigation. Thus, questions about the belonging of a foreign car to the garage of the Ministry of Internal Affairs and about the passengers of the Volkswagen remained unclear.
As follows from the letter signed by Colonel Agapov, the investigation into the accident is conducted by no less than the Main Investigative Directorate of the Main Internal Affairs Directorate for the Moscow Region, and not at all the district investigation department, as is usually the case in such cases. Which in itself testifies in favor of the version about the participation in the accident of a “difficult” car with “difficult” passengers.
We managed to get in touch with relatives and colleagues of those killed in the Quartet, who categorically asked not to be named. From their words, such a picture of what happened is emerging. VAZ 21041 blue with the inscriptions: "Emergency" - an official car of LLC JV "Liftek", an organization engaged in the repair of elevators in the Moscow region. The production site of Liftek in the city of Moskovsky is not far from the accident site. It was on this car at about 11 pm on July 31 that night shift repairmen went to the next call: Abasev Viktor Mikhailovich (08/06/1956 year of birth) - a linear service mechanic (that night he worked overtime, helped a colleague), and Nikolaev Ratmir Gennadievich (03/12/1967 year of birth) - the mechanic on duty of the emergency service, who was driving. Both are from Chuvashia. The destination of the "four" was the village of Mosrentgen. At 11:45 p.m., their mobile phones stopped responding.
Abasev died immediately. His body from the scene was taken to the morgue in Vidnoye. Apparently, the Volkswagen hit the passenger seat where Abasev was sitting (according to witnesses, “two seats turned into one”). There are several versions about the time of Nikolaev's death. At first, relatives were told that he died immediately, but this is not true: Nikolaev was taken from the scene not to the morgue along with the body of his partner, but to a Moscow hospital, from where he was transferred to another (it is known that one of them is City Clinical Hospital No. 7). According to one information, Nikolaev died at one in the morning on August 2, according to another - at 4 in the morning. In the certificate, in the column "Cause of death", there is a dash. The body was released only on August 4, in the late afternoon. They buried those who died on August 5 at home. Relatives living in Chuvashia were informed about the accident on the morning of August 1 - a district police officer came and said: Abasev died, and Nikolaev was in the hospital.
Relatives near Moscow were also informed about the tragedy on the morning of August 1 - by phone, but the details of the car accident were not disclosed. According to our interlocutors, the policemen behaved strangely from the very beginning: they got confused with the place and time of the accident and eventually settled on the fact that the accident happened on the 21st km of the Kaluga highway, at the T-shaped intersection - a side road branches off from Kaluzhka to Mosrentgen . According to the supposedly police (we emphasize: police!) version, the VAZ was moving along the Kaluga highway towards the city and was preparing to turn left from the highway, according to the green arrow of the traffic light, towards Mosrentgen. And then a Volkswagen crashed into him, walking along the highway towards the region. (From the editor: if this picture of the incident is correct, then the Volkswagen went to the yellow or red traffic light.) Liftek still cannot get what is left of the VAZ 21041 - the mangled car is stored in the impound lot like evidence.
From the conversations of relatives who were trying to conduct their own investigation with regional traffic police inspectors, it turned out that the squad of the regional traffic police that arrived at the scene of the incident was actually not allowed to work by the “cooler” colleagues who arrived. (According to Novaya Gazeta, these colleagues work in the special regiment of the traffic police.) Also, according to information that has not yet been verified, the existing video surveillance cameras were dismantled, and the next morning there was no trace of the accident at the intersection - not even a brake track ...
The conversation about the VIP component of the car accident was started by the investigators themselves, who asked their relatives about whether the victims could have known that the Volkswagen belonged to the Ministry of Internal Affairs and that the minister’s wife was there at the time of the accident (?!). (A terrorist attack, perhaps, is suspected.) Further, it was reported that the passengers of the Volkswagen were now in the hospital and, as soon as they felt better, they would call back to "solve all issues." By the way, they still haven't called back. No clearer information about the passengers and the driver of the Volkswagen is given to the relatives and colleagues of the victims, which is not typical for situations with an accident, since any accident has a civil law aspect, in addition to the criminal one, and entails a lot of disputes, including material ones...
We will continue to understand this complicated case. And we insist that the Ministry of Internal Affairs of the Russian Federation answer the following questions:
- Does the gray Volkswagen Multivan involved in the accident belong to the garage of the Ministry of Internal Affairs of the Russian Federation, is it used in the minister's cortege?
- Was the minister's wife Margarita Nurgalieva really in the Volkswagen at the time of the accident? If so, according to what regulations does she use official special vehicles?
— Were the surveillance cameras really dismantled?
And later, at the end of the investigation, I would like to get an answer to the most important question:
- Who was found guilty in the accident and on what basis?
