| August 10 -- September 10, 2010 “Politicians Through the Eyes of the Media,” a joint project of “Vremya Novostei” and the “Medialogia” company, are ratings of political figures who are most actively discussed in the federal press and on central TV channels.
“Politicians through the Eyes of the Media” are published weekly: over the course of a month, you can sequentially familiarize yourself with the ratings of governors of the Russian Federation, deputies of the State Duma of the Russian Federation, ministers of the Russian Federation and heads of foreign states and governments. The ratings are also published on the publication’s website: www.vremya.ru.
The ratings reflect both the total number of publications per month and the level of information favorability in relation to each political person. The Information Favorability Index (IFI) is calculated based on the nature of references to a person (positive, negative, neutral), the significance of the message and the influence of the media.

Russian Prime Minister Vladimir Putin took first place in two ratings. During the period of research, the media covered his trips to the regions of Siberia and the Far East. During his trips, the Prime Minister covered the distance from Khabarovsk to Chita in a Lada Kalina Sport car. In Norilsk, Mr. Putin did not publicly intervene in the conflict between Norilsk Nickel shareholders, but warned its participants, Vladimir Potanin and Oleg Deripaska, against further escalation of tensions around the plant.
Deputy Prime Minister of the Russian Federation Igor Sechin took second place in the ranking in terms of the quality indicator of information security and fourth in terms of the number of messages. The media reported that he advised Russian energy companies with state participation to make the necessary decisions on changing the registrar, as well as those whose shares are pledged to state banks. Mr. Sechin also lobbied for the appointment of Eduard Khudainatov to the post of head of Rosneft instead of Sergei Bogdanchikov. In mid-August, the Deputy Prime Minister publicly voiced complaints against the Ministry of Health and Social Development regarding violations identified in the system of public procurement of medicines in 2009.
The head of the Ministry of Emergency Situations, Sergei Shoigu, took third place in terms of IBI value and second in terms of the number of messages. The media mainly mentioned Mr. Shoigu in materials about fighting forest fires in the regions and eliminating their consequences.
Deputy Prime Minister and Minister of Finance of Russia Alexey Kudrin took third place in terms of the number of messages and fifth in terms of IBI value. During the period under study, the media paid the most attention to his comments on the issue of financing the federal road fund and the search for additional revenues for the budget for the next three years. Mr. Kudrin also made a forecast for the level of inflation in Russia, which, according to his estimates, should not go beyond 7.5% by the end of this year.
The most noticeable movements in the ranking by quality indicator were demonstrated by the Minister of Education and Science Andrei Fursenko , First Deputy Prime Minister Igor Shuvalov , Minister of Industry and Trade Viktor Khristenko , Minister of Agriculture of the Russian Federation Elena Skrynnik and the Presidential Plenipotentiary Representative in the North Caucasus Federal District, Deputy Prime Minister Alexander Khloponin .
Andrei Fursenko informed Prime Minister Vladimir Putin of the results of preparations for the new academic year.
Igor Shuvalov presented Dmitry Medvedev with amendments to the law “On the Protection of Competition”.
At a meeting with Vladimir Putin, Viktor Khristenko reported on the progress of the program for recycling old cars.
Elena Skrynnik and Prime Minister Vladimir Putin discussed during a personal meeting the consequences of the drought for the situation with food prices.
