The head of the regional department of the internal policy department, Andrei Kolyadin, is leaving the presidential administration, the United Russia member reported and a Kremlin official confirmed. Vedomosti's sources explained the resignation by the latter's personal fatigue from public service and the personnel shuffle that traditionally distinguishes this department: the work there is hard, and curators (who hold the position of adviser or chief adviser) are responsible for any failure in the regions. Due to anti-government rallies in Kaliningrad, the region's curator, Oleg Matveychev, had to leave the administration in February, although he warned local authorities and his leadership about the problems. Last summer, due to the escalating conflict between Moscow and the Moscow Region, their curator, Igor Garbar, left, and in April of this year, adviser Andrei Polosin left the Kremlin for the government of Buryatia.

From 2000 to 2002, Kolyadin worked as an advisor to the president of the Solidarity bank, Oleg Sinitsyn, then until 2005 he was the director of the political consulting center Multitekhnologii, from 2005 to 2007 he headed the department of information policy of the Samara regional government, then he was vice-governor of the Voronezh region until the departure of governor Vladimir Kulakov in 2009. He headed the regional department of the presidential administration in April 2009 and was considered a man of Alexander Kharichev, the previous head of the department, who was fired following the results of the March regional campaign, in which United Russia suffered several defeats due to intra-elite conflicts.

The department's tasks include preparing materials on the socio-political situation in the regions. Its information is used when deciding on resignations and appointments to important posts in regional leadership.

Now, both of Kolyadin's deputies, Sergei Nevara and Aleksei Mamentyev, are on the verge of being fired, according to a United Russia member and a Kremlin official. The former is being blamed for failing to pacify the opposition and stop the flow of negative information about former Kaliningrad Governor Georgy Boos, while the latter is being blamed for not having a clear plan to improve the deplorable state of electoral support for United Russia in the Tver Region. On Monday, the presidium of the party's general council replaced the entire regional leadership of the party. It was not possible to get Kolyadin's comments yesterday. He is currently working in the Kremlin. He may stay if they do not find a replacement, an official close to the administration does not rule out.
