On TV, big guys in jackets are constantly talking about some kind of informatization and technical progress; from time to time we hear strange words “Skolkovo”, “Gosuslugi.ru”, “electronic elections”, “national operating system”... Well, everything is cool, it seems that in a little more time we will have a real information society. But if you look closely, you can see a huge ass. And the point here is not even a total “drinking the dough”.
A couple of days ago I came across a newspaper with a large article about the 2010 population census. Over the course of six columns, I was told what a useful thing it was and how well this census would be carried out.
For two weeks, special people will walk around cities and villages, enter houses and try to rewrite you, and then they will process all the information received until 2013. Just think about it - THREE YEARS!!! Naturally, census takers will walk around with ordinary paper forms, why do we need some kind of laptop computers, we do everything the old fashioned way - with pens. But here I can still admit that this was done because not all of our population are familiar with technology. Although, in my opinion, it’s better to let the copyist enter the data, under the dictation of the person being copied. Well, okay, these are all little things.
During the census, statistics should be obtained on the following data:
Shape L:
- Age, marital status, education, number of children, place of residence, employment. Compared to the last census, new questions have appeared: “At what age did you have your first child?”
Form B (for foreign citizens)
- Citizenship, purpose of coming to Russia, duration of residence in Russia
All data will be recorded from the words of the person being rewritten, without any documentary evidence. So we can safely say that you come from the banks of Titi Kaka, and you earn 100,500 tugriks.
In addition, only a small part of the population will be surveyed; most people cannot be found at home during the day.
And now the main question - why bother with all this if you can get all this information from registry offices, OVIRs, passport offices, tax and other competent authorities! Moreover, this will be SIGNIFICANTLY more complete and objective information.
Yes, we are all screwed up and still don’t have a single database. Well, in this case, it’s much easier to “drive through cities with a flash drive” than to fence such a garden. We collected data from all registry offices, wasted a month to combine them, 6 SQL queries and oops - half of the required statistics are in our hands. Moreover, these will be real statistics for 99% of the country’s population. But no, we’d rather send 47,000 census takers around the country and kill them for three years. But the census takers will have a branded scarf with the symbols of the 2010 census and a whistle in case of emergency situations, and you and your informatization better go to Skolkovo.
Maybe, of course, I understand absolutely nothing about the census, correct me.
