
The plenipotentiary of the President of the Russian Federation in the North Caucasus Federal District, Alexander Khloponin, denied the report that the development strategy of this region allegedly provides for the resettlement of unemployed from the North Caucasus to other regions of Russia. According to him, some commentators "perverted the strategy beyond recognition." “This is a provocation. I can't even say otherwise. There is not even a share of the percentage of truth in these media reports, ”Khloponin told reporters.
He explained that in the document we are not at all about the relocation of the unemployed residents of the North Caucasus. “It's about something else,” Khloponin said. “If there are specialists on the territory of the Russian Federation who are ready to go to work under a contract to other regions, then why not?” - remarked the plenipotentiary.
Prior to this clarification, information was widely passed that the population of Russia was not in earnest: according to the government, the development strategy of the North Caucasus Federal District until 2025 provided for the creation of almost half a million new jobs, largely due to the fact that the poor Caucasians will resettle throughout Russia. In general, the goal is understandable and noble - to try to cope with the difficult situation in the North Caucasus republics not only by combating terrorism, but also through social programs to combat poverty and unemployment. Nevertheless, the difficulties of integrating people with one tradition in another cultural world are frightened by both the local population and potential visitors. And the problems of even internal migration are very acute in Russia.
In addition, the program at least does not correspond to psychological realities. Neither the "guests" nor the "owners" are ready today for the open dialogue. On both sides there is fear and distrust. But the main thing is the lack of a wise, respected and strict arbitrator. I mean power. The created vertical on the ground is able to mainly show loyalty to the higher authorities, skillfully imitate activities and correctly report, as well as “feed” from this very allocated place. In the subtleties, delicacy, justice and wisdom, it is not particularly noticed.
So, unfortunately, the implementation of the new program does not cause optimism.
Although, in fairness, we note that such problems, albeit with their specifics, are inherent in most developed countries today, in which scandals are constantly flared up and discussions on migration policy and the “dialogue of cultures” are undergoing.
For example, in Germany, the debate continues in connection with the release of Tilo Sarracin's book “Germany is canceled”.
Those who are not in the know, I will briefly remind the story. The author, a famous economist and official, a member of the Bundesbank Board of Directors, wrote not a political correct book about the problems and consequences of the Migration Policy of Germany. In particular, he wrote that Germany is “stupid” at the expense of foreigners who do not want and cannot integrate into the country and drew a satirical picture of the near future, when mosques will be in the center of German cities, most women will go in shawls, German speech will not be heard and the like.
Naturally, a scandal arose, and Sarracin filed an application for leaving the bank. But the fact is that despite the protests, mainly from the side of those who came to Germany and German officials, Sarracin’s book and position are supported by the vast majority of the Germans. For all surveys-that inside the leading political parties, that the Bilda conducted by 80-90 % of the indigenous residents of Germany.
Sarraitsin wrote his book in the genre of satirical anti -utopia. This genre is now everywhere very fashionable.
What happens: we must come to terms with the fact that the “era of patience” and political correctness survived its age? A vaccination made by the same Germany in the middle of the 20th century ends its action? And everyone is just waiting for where it is more likely: in the states where they offer to build a mosque on the site of collapsing skyscrapers, or in France, which deported the gypsies, which became the subject of European discussion, and adopted the law on the ban on wearing Pararanj, Chardra and Nikabs in public places. In Germany, in which of the living 15 million foreigners, half of the Muslims, or in Russia, where every day of reports, as from the front - here and there are fights on interethnic grounds ...
Or, nevertheless, in spite of everything, it is necessary to continue to educate tolerance, albeit in conditions of fierce, and respect for the law, help integrate, develop self -awareness of civil society.
And, as they say, where to go? ..
Only now one nuisance: utopias are usually not embodied in reality, and anti -utopias are either written almost from nature, or tend to come true.
