Voronezh Pogorelians complain about builders: they are not built according to sketches, but as they want

The construction of houses instead of fire destroyed by 20 families, injured during summer fires in the village of Maslovka near Voronezh, is conducted with violations, the letter said, with which Pogorelians addressed the chairman of the Voronezh City Duma. The residents remaining without shelter are asked to take the construction of the construction, RIA Novosti reports.

The village of Maslovka, located on the outskirts of Voronezh, became one of the most affected settlements of the region during summer forest fires. In July-August there burned 81 house. According to the press service of the Voronezh administration, 320 people remained without housing (116 families). Thirteen families from among the victims chose monetary compensation (its size, depending on the destroyed property, is from 823 thousand to 2 million rubles). Another 29 families of Pogoreltsev chose apartments, and 74 - new houses.

A number of Pogorelsev were dissatisfied with the progress of construction, and on September 20 they asked a letter to their deputy, chairman of the Voronezh City Duma, Alexander Shipulin. In the letter, the residents of Maslovka outlined violations, which, in their opinion, are allowed by builders in the construction of houses and asked to help solve this problem.

"The retreat from the project is complete. According to the sketch project in the foundation, there should be a vertical waterproofing. It was not done. We complained to the city hall - the commission arrived and said:" You do not need it. "The floor, according to the sketch, should be covered with expanded clay, then 35 millimeters of the cement -pensom screed, 15 millimeters - the emergency screed, after which the emergency screed, after “Linoleum on bitumen mastic,” said Tamara Borisova, a resident of house number 9 on Gornyakov Street.

Builders, according to Borisova, instead put two layers of foam on polyethylene, five centimeters of expanded clay on top and make a screed. On Wednesday, after it rained, foam slabs in her house, where they just started making a roof, swam in water. The workers promised Borisova to dry them.

Every day Borisova goes to Maslovka from the Brno Hotel, where the city authorities placed Pogorelsev, while those have their own housing. "The ceiling of the house according to the project should be 200 millimeters covered with expanded clay and on top - a cement -sand screed. In fact, a mineral plate is placed there, and a cellophane on top of it," Borisova said.

According to the head of the repair and construction department (RSU) of Stroyenzhinering LLC Vladimir Ivashkiv, changes in the projects of the houses under construction are agreed with designers on all points.

Andrei Klimenko, Deputy Head of the Construction Department of the Voronezh Administration, said that during the construction, a deviation was allowed towards improving and compliance with building codes and rules.

"Ceramzit includes a lot of garbage, which reduces its heat production. When building houses in Maslovka, polystyrene foam is used in Maslovka. By the absence of vertical waterproofing, I can say the following: soils where the houses of fireworks are raised, there is no water in them, and isolation when erecting the foundation is not needed," Klimenko said.

However, Pogoreltsev does not suit such explanations. They want construction to be carried out in accordance with the sketches that are on their hands and which they themselves signed. If changes are made to the construction of houses, the residents of the houses are asked to document them, and copies of these documents with signatures of those responsible for the construction of persons to give them in their hands.

Earlier, residents of the Vladimir region filed an open letter to the leadership of the country, in which they say that they did not want to move to “shacks” under construction for them, which are not at all like “peasant houses”. The text of an open letter on behalf of 38 Pogoreltsi Melnkovsky district was published by local media.

The authors of the letter believe that the local authorities took advantage of their legal illiteracy and intend to frankly "fool" the firecrackers. They report that they were forced to sign a typical consent in which neither the area of ​​the new building, nor the type of construction (brick, log house, wooden and so on) are indicated.

"Moreover, they did not offer any other alternatives (payment of compensation, buying housing in the secondary market, self -building and so on). The only thing that the regional authorities and the regional promised was to provide a house in the village of Ivatino with a total area of ​​no less social norm (foundation - strip, walls - from the rapidly vegetable energy -efficient structures with external finishes - siding, roof - rafter with rafter. metal tiles), ”the letter says.

It should be noted that Prime Minister Vladimir Putin said that new housing for the fireworks should be equivalent to the area destroyed by fire, but not less than sanitary standards.
