
Until the end of September, the St. Petersburg administration will announce the second competition for the reconstruction of the island of New Holland. Its conditions are softer than 2006, the Vedomosti write.
The Governor Valentina Matvienko announced on Thursday at a government meeting of the competition. Investments in the project should be at least $ 300 million, the initial rental cost for the entire term is 300 million rubles, says Vyacheslav Semenenko, chairman of the construction committee. Seven years are allocated to create a cultural and business complex, said Kuga Chairman Dmitry Kurakin.
The first competition for the development of an island with an area of 7.8 hectares was held in 2006. It won LLC “ST” of New Holland LLC Shalva Chigirinsky and Igor Kesaev. It was going to invest about $ 320 million in a multifunctional complex according to the Norman Foster project, the center of which was supposed to become the Palace of Festivals for 3000 seats. According to the conditions of the competition, it had to be transferred to the city. Now the investor should transfer only 1200 kV to the city authorities. m in the new complex and build two bridges to the island, says Semenenko.
The project of ST "New Holland" was supposed to be completed in August 2010, but the case did not reach construction. The investor spent about $ 70 million on the preparation of the territory and the demolition of several buildings, the compensation of these costs is not provided, says Matvienko. In March, due to violation of the intermediate terms, the contract was terminated , in the Arbitration Court of St. Petersburg and the Leningrad region the Kugi claim for the recovery of a rental debt of 507.7 million rubles from the New Holland.
