On February 15, 2006, the Moscow City Duma made amendments to the charter of the city in connection with the introduction of a new procedure for giving the powers of senior officials of the constituent entities of the Russian Federation.

The party, the list of candidates of which received the most votes in the elections to the legislative (representative) body of the subject, receives the right to nominate candidates for the post of head of the constituent entity of the Russian Federation and offer them for approval by the President. The proposal for candidates is considered by the head of state within no more than 190 days.
