“Politicians Through the Eyes of the Media,” a joint project of “Vremya Novostei” and the “Medialogia” company, are ratings of political figures who are most actively discussed in the federal press and on central TV channels.“Politicians through the Eyes of the Media” are published weekly: over the course of a month, you can sequentially familiarize yourself with the ratings of governors of the Russian Federation, deputies of the State Duma of the Russian Federation, ministers of the Russian Federation and heads of foreign states and governments. The ratings are also published on the publication’s website: www.vremya.ru.
The ratings reflect both the total number of publications per month and the level of information favorability in relation to each political person. The Information Favorability Index (IFI) is calculated based on the nature of references to a person (positive, negative, neutral), the significance of the message and the influence of the media.

The head of the Chechen Republic Ramzan Kadyrov took first place in the media rating in terms of the quality indicator of information information and second place in the rating in terms of the number of messages. During the period under study, the parliament of the Chechen Republic supported Mr. Kadyrov's initiative to rename his position from the President of Chechnya to the head of the republic. The media also reported that the Khamovnichesky Magistrate Court found the chairman of the Memorial human rights society, Oleg Orlov, guilty of slandering the head of Chechnya.
The new governor of the Novosibirsk region, Vasily Yurchenko, took second place in the ranking for information security and seventh in the ranking for the number of messages. During the period under study, Mr. Yurchenko took the post of governor of the Novosibirsk region, replacing Viktor Tolokonsky, whom Dmitry Medvedev appointed as his plenipotentiary representative in the Siberian Federal District.
The former President of the Republic of Kalmykia, Kirsan Ilyumzhinov, took third place in the ranking for information security and the same in the ranking for the number of messages. The main informational occasion for Mr. Ilyumzhinov was his voluntary resignation from the post of head of the republic. The media also reported that Mr. Ilyumzhinov became an official candidate for the post of President of the International Chess Association (FIDE) for another term. On September 29, Kirsan Ilyumzhinov was re-elected to this post.
Former Moscow Mayor Yuri Luzhkov took first place in the ranking in terms of the number of messages, but did not appear in the media ranking in terms of quality. This is due to the resignation of Mr. Luzhkov from the post of mayor of Moscow, as well as a massive information campaign that was launched against him in the media.
The most noticeable movements in the ranking in terms of the quality indicator of the IIB were demonstrated by the Governor of the Kaliningrad Region Nikolay Tsukanov , the Governor of the Altai Territory Alexander Karlin and the Head of the Tyumen Region Vladimir Yakushev .
