Secretary of the Union of Journalists, co-chairman of the Public Collegium for Complaints against the Press, Mikhail Fedotov, was appointed Chairman of the Presidential Council for Promoting the Development of Civil Society Institutions and Human Rights, as well as Advisor to the President. This post was previously held by Ella Pamfilova, who resigned on July 31. The resignation was preceded by harassment from pro-Kremlin youth organizations and representatives of United Russia. According to some media reports, the reason for Pamfilova’s resignation was her conflict with the First Deputy Head of the Presidential Administration, Vladislav Surkov. Fedotov joined the updated Council in February 2009.
