In different regions of Russia, officials regularly make a redistribution of public transport in their favor. The authorities of the eagle and Kirov succeeded so much that in these cities of that and look at all, buses will stop going.

The reason was, at the beginning of the year, the competition for transport services for the population of the regional center announced by the city administration. According to the city hall, its main result should be streamlining the situation with route taxis. Of the 600 legal ones, 308 should remain. The schedule will change. Taxi will work until 11 o’clock in the evening. For an eagle, this is an achievement.
Holding the competition, the city hall hopes to deal with illegal immigrants, in which, according to the most modest calculations, about 200 cars come to the line daily. Opponents demand to leave minibuses alone. Says the head of the Oryol regional public organization of passenger carriers "Alternative" Igor Bortnikov:
Igor Bortnikov : In principle, we are not against the competition. But if it is carried out, then it is necessary to carry out on the normal framework. Carriers will suffer - more than 500 buses. These are invested funds. Entrepreneurs of small and medium -sized businesses will suffer. Plus thousands of jobs. The non -well -thought -out transport scheme eventually limits the transport accessibility of the population. Competition documentation is spelled out illiterate. It makes no sense to participate in such a competition where the winners are known in advance. The competition documentation is not evaluated by the rolling stock, but the licensed requirements that the carriers are observed are evaluated. There cannot be an objective assessment. Production and technical bases are evaluated. And then we get that the goal, in order to leave new modern buses, will not be achieved by this competition. Instead, bad old buses, I participate from good production and technical bases, may turn out to be winners, and people who have acquired new equipment will remain overboard.
Vadim Medovshchikov : Is this your last word in a dispute with the mayor?
Igor Bortnikov : I think this is far from the last word. We will defend our interests to the end. We still have a rally if there are no decisions. It is possible that we will have a raid on the city with buses. We will also write to Moscow to hold a rally on our issues if the city authorities do not hear us.
Vadim Medovshchikov : According to my estimates, there are about 250-280 people. Does this mean that part of the city’s population is left without transport services today?
Igor Bortnikov : We tried to simulate the situation that the city administration plans to do now. The residents were not completely left without transport services, only 300 buses were stopped.
Vadim Medovshchikov : They really became. On the streets, about sixty cars lined up in the parking lot behind the regional administration building. The line of minibuses on Komsomolskaya Street stretched for several stops. In the center of the eagle on Brestskaya Street, traffic jams periodically arose due to the “gazelle” and Pazikov parked at the roadsides. There were minibuses in other areas of the city. And at bus stops, the Orlovites were waiting for them:
- There is nothing.
- I'm waiting, I also need to leave.
- I stand for 20 minutes.
Vadim Medovshchikov : The city hall of the regional center did not see anything terrible in what is happening. Says the head of the Department of Transport and Road Facilities of the city of Orel Sergey Shumilin.
Sergey Shumilin : If you look at today, then the transport in the city works, there are no breakdowns. All went to the line.
Vadim Medovshchikov : How will you fight with left minibuses?
Sergey Shumilin : There is article 86 of the Law of the Oryol Region - a fine of 3 to 5 thousand rubles. The car will be placed on the parking lot. The administrative commission will take measures.
Vadim Medovshchikov : And who will catch them, fine?
Sergey Shumilin : This will be an interdepartmental commission. The commission will include the traffic police department, transport management, road supervision management and other services that are, control.

Efim Velkovsky : After holding a competition, literally after 2-3 days there will be a resolution of the mayor of the city on bringing the register of a route network into line. You can laugh. If you do not believe me as a motorist, then listen to anyone.
Vadim Medovshchikov : The situation with minibus was remembered on the glider and the Oryol governor Alexander Kozlov.
Alexander Kozlov : I am only interested in one thing when it was all calm, you go around the city, not a single person at stops or 2-3 people. It would not happen that we will carry out reorganization, but there will be no one to carry people.
Vadim Medovshchikov : Acceptance of applications for the competition is completed. Sixty -four were fed. There is practically no competition. Basically, documents are submitted on one route. The results will be summed up on October 29. Apparently without an alternative. Her taxi drivers did not submit a single application. The protesters signed an appeal to Russian President Dmitry Medvedev and the Chairman of the Federation Council Sergei Mironov demanding to intervene in what is happening.
Ekaterina Lushnikova : 6 thousand employees of two Kirov auto enterprises, as well as members of their families, refused to take part in the All -Russian census. The reason for the refusal was the conflict with the city administration.
The conflict arose after the city transport reform was carried out at the initiative of the city authorities in Kirov. After such a reform, the number of companies serving city bus routes was significantly reduced. The new agreement was signed only with those who went through the competition. How the competition was held by the head of the Private Enterprise "Berkut-Auto" Oleg Tuinas.
Oleg Tuynas : As usual in our country, officials choose the carriers that are pleasing for themselves, with whom they are closely connected by family and material ties. And, in the words of the Federal Antimonopoly Service, in our city at the end of 2009, a competition for passenger transportation took place, but the redistribution of the passenger transportation market. As a result, our company was removed from participation in the competition. We were not even allowed under a far -fetched pretext. Our routes were transferred to the carrier who has neither transport nor driver’s personnel in order to serve passengers. As a result, now there is a situation close to the transport collapse in the city, when less than half of the vehicles set to routes enters the routes. I recall good old socialist times, when you had to take buses storm.
Ekaterina Lushnikova : Tell me, grandmother, are you satisfied with the work of public transport?
- No, I am not happy. Because the 16th is impossible to wait for this time. Now it’s cold already. You’ll get it out of more than an hour, you’ll wait.
- After 9, you won’t wait at all, you cost half an hour. You cannot leave work in any way. Yesterday I was driving, the whole bus was in smoke. The conductor did not even go to tell.
Ekaterina Lushnikova : But the deputy head of the city administration Pavel Koshkin loves to tell about the excellent work of public transport.
Pavel Koshkin : The average daily issue of buses and trolleybuses on the line is confirmed by objective control data stably is more than 93%. Having set the output plan of 130 buses and 29 trolleybuses, that is 159 cars, we steadily produce at 22 hours at least 130-135 cars. But this is a real breakthrough. The situation with remote areas, where people were simply afraid to stay in Kirov after 20 hours, because except for a taxi it was impossible to leave, it changed today. Today, in the overwhelming majority of social destinations in the evening, after 22 hours, you can leave by public transport.
I can’t but say about the problem of the so -called pirates. Entrepreneurs who could not go through a competitive selection, trying to stay in business, very skillfully, must admit, present their personal entrepreneurial problems as a kind of public resonance.
