
“The Young Guard of United Russia” (Mger), conceived not only as a means of street struggle with the “orange” revolution, but also as an incubator of future party members, evolved from the moment of creating a low -qualified political labor force. The most amazing thing is that this is quite happy with both its creators and the United Russia itself.
Yesterday, the “Young Guard” celebrated the anniversary - five years since the first, constituent conference. The fifth anniversary of the “Young Guard” meets in, to put it mildly, bending: the top management of the organization “Disarked”, its leader Ruslan Gattarov sides mainly in the Senate, access to deputy mandates continues to hide behind, and the reputation of the elite unit of the Prochrevskaya “Youth” has become even worse than the street “ourselves”. The reason is the last scandals with extinguishing fires in Photoshop, awkward statements about the “looting” Shevchuk (supposedly the Hero of Russia Alexander Pigishev called the stars of the murdered captain Markovtsy, which Pigishev himself refuted) and, of course, the article on the organization’s website, in which the “newlywords” threaten the “punishment” to the journalist of Kommersant Olega Olega Kashin shortly before the attack on him.
Representatives of the “Young Guard” themselves openly speak of the degradation of the organization. In the camp of disappointed "Young Guards", calls appear to remember why they were called in politics. For example, an employee of the Central Headquarters Vyacheslav Pravdzinsky writes on his blog that representatives of the organization no longer form a political agenda (interesting when they formed it?), And “fighting around the implementation of events”: “From the formally existing 83 departments, at best, 15, which turned into an office for organizing social and political activities and mobilization of young people for one or other consumers party or regional administration. "
In the “Young Guard” they are offended that “someone there, upstairs, selects a new leader, and one of the main candidates is a person who has nothing to do with Mger.” This is about the press secretary of Boris Gryzlov Timur Prokopenko. True, as the “new” confirmed in the Party’s Effective Policy Foundation and the Cyc Foundation, to be offended late: Prokopenko was already taken to the first deputy head of the Presidential Administration Vladislav Surkov, and he liked him.
However, the problem is much wider than Surkov’s personal preferences. The fact is that in Mger, as in United Russia, there are no clear criteria for the effectiveness of the activity, although the “large” party has at least formal indicators, the so-called elections where you can compare and draw some conclusions. However, the lack of a real system of criteria is the conscious managerial tactics of Surkov and the head of the government of the government Vyacheslav Volodin. After all, if there are rules of the game, to outplay their creators is an achievable task: you can become more effective, stronger. You can’t win when all the figures go differently all the time.
Now in the "Young Guard" even timid voices sound about choosing a new leader for himself. But all calls for changes are absolutely unrealized. Mger was sick with the same disease as her parent, the party "United Russia". Both that and the other - just tools and do not have any political subjectivity. Their place in the vertical of power does not require any changes. The presidential administration appoints governors who provide United Russia in the elections the necessary result. And “United Russia” acts as a mechanism for wiring the executive decisions at all levels and blocking any opposition initiatives (even grown by the authorities in decorative quality). That is, if United Russia is a group of support for the vertical of power, then Mger is a support group for support.
The political development of the party in the authorities and its youth detachment, in fact, stopped at the end of 2007, when Vladimir Putin headed the list of United Russia in the elections to the State Duma. If before that the party had doubts about the possibility of improving the previous indicators, then after adding a party of the frantic at that time the presidential rating, the need for additional efforts disappeared. Previously, the “Young Guards” for an additional 3-5% of the votes in the elections in favor of United Russia promised to give up to 20% of the seats in the lists. The document was signed by the Secretary of the Presidium of the General Council Vyacheslav Volodin in April 2006. Of course, no one was most likely to give the fifth of the youth mandates, but it was a convenient way of bargaining for at least some places in regional and municipal parliaments.
Over the past year and a half, the party loudly announced a course for rejuvenation of personnel and the choice of the best, within the framework of which the primaries system was introduced. However, the selection of participants still occurs according to the administrative principle, and the quotation system is canceled. Party functionaries, especially in the field, try to prevent the participation of young united Russia in the elections in order to avoid competition for elected positions. Yes, and then you will have to negotiate with the youth organization, and not give instructions. Naturally, all this is not interesting to intellectual youth.
The lack of an intellectual resource is explained by the lack of a real political struggle and interesting ideas in the organization itself. In the spring, a concept was proposed at the discussion of the ideology of the “Young Guard”, consonant with Medvedev’s calls for modernization - the youth suggested “daring”. However, at a meeting of Surkov, according to an anonymous source, the State Duma deputy Andrei Isaev said that young people could not be impudent. Insolence does not suit the conservative Putin at all, it involves changes, entering into conflicts. “The whole youth was ideologically hidden and continues to hide under the conservative line of Putin,” concludes our interlocutor, naturally, asking him not to call him.
Even those areas where you could and should be used first of all young people are not implemented by the party: creating a leader in public opinion on the Internet, a significant discussion platform. Service functions remain, such as completing tasks on pickets and counter -propaganda. They have a very small electoral value, and sometimes even the opposite: inept pressure from the “Young Guard” contributes to the total increase in protest, which is played by the opposition, as well as the electoral promotion of opponents of power in the regions. And the situation is unlikely to change in the near future, since the party has the transition period itself: after the departure of Vyacheslav Volodin into the apparatus of the government of the acting Secretary General Sergei Neverov is busy building a party structure, he is now not up to the “Young Guard”. It is supervised by the head of the Central Executive Committee of the United Russia party Andrei Vorobyov, although possessing an unconditional lobbying resource, but not directly responsible for the elections and, accordingly, for the promotion of the “young people to power”.
Why then there is still an Mger? Firstly, if the “young guard” is removed from allowance, it will go to the opposition, most likely, to the Socialist Revolutionaries. It is a pity to lose technologists with information, a potential compromise. In addition, if the “Guard” is disbanded, a huge scandal will break out. Well, the last argument: “United Russia” is largely controlled by immigrants from the CPSU. They need a Komsomol, albeit not very smart - so even better, but a devotee. The odious texts on the Young Guard website are definitely written not so much for flushing the brains of readers as for employers - the presidential administration. Surkov doesn't love Mironov? Two -thirds of counter -propaganda opus are directed to denigrate the leader of the reference. Although it is clear that the main opponent of United Russia in the elections is the Communist Party. There is no logic here - the main thing is that it is pleasant to the leadership. And the leadership approves: the author of the scandalous article "Journalists-representatives must be punished!"
