Political scientist of the Carnegie Center Nikolai Petrov believes that no serious changes in the political system of Russia, which the president is talking about, will not occur in Russia in the near future:

And in the presidential message, obviously, we will hear about some new proposals in conducting progressive political reforms, as he defines it.
- The president uses the term "stagnation" in his video message. He says that United Russia will bronze, the opposition becomes marginal.
- Since the president mainly acts in the field of image, his diagnoses are usually quite accurate and gestures. But in terms of recipes and evaluating the already made ... It seems to me that all this is far enough from the real picture. The essence of the situation can be described in this way: we have built a rather complicated system, control over all the work of which is in the hands of a person who is not formally in the main center of power. And no real political reforms, in my opinion, are impossible in this situation until we again compatize the figure of the formal leader and the figure of the real leader. The fact that Vladimir Putin blocks political reforms is it seems to me that has a very simple explanation. He has a fear that any reform of this difficultly arranged system is able to weaken its informal control over it, ”says Nikolai Petrov.

The Yabloko party even made a special film, which shows how stuffed were carried out, how packs of ballots were falling out of the electoral urns. And this is only one city. But this happens almost everywhere.
- And how can you comment on such a quote from the president’s video appeal: “The opposition has guaranteed guarantees for the replacement of senior positions in regional parliaments. The number of signatures that need to be collected to participate in the elections are reduced. In fact, the barrier is reduced to 5% for passing parties to parliament of all levels.”

The president knows this perfectly. How in unequal conditions of participation in the elections will opposition parties avoid marginalization?! The legislation itself marginalizes and discriminates. And the president, who can change this situation in one month, is engaged in general politicalological reasoning. All this is some kind of absurd theater, it is impossible to qualify this differently, ”Sergey Mitrokhin is indignant.
Experts note that after the planned meeting of the President of Russia with the leaders of political parties and his speech to federal meetings, new changes in Russian elected legislation, which will be decorative in nature, can be expected.
