
The organized criminal group of Sergei Tsapka, suspected of killing 12 people in the village of Kushchevskaya, covered not only the police, but all the local law enforcement agencies - from the prosecutor's office to the SCP, writes the Moscow Komsomolets. In confirmation of this, the publication was published by a letter sent to the Krasnodar department of the SCP by the former head of the Department of Internal Affairs of the Kushchevsky district Pavel Kornienko. The letter describes the structure of organized crime groups in detail, the leaders of the gang and its participants are listed. The document describes the crimes that the group committed, and also appears a list of cars used in the gang.
The certificate contains information on 9 criminal cases related to murders, cases of hooliganism and arson. Including we are talking about the murder of a local resident of Skokov and the attempt on the Stanichnik Nevzorov in Kushchevskaya in the summer of 1995, as well as the murder of Alexander Ivanov in September 1998, pogroms organized by a gang in the fall of 2000 on the Nardegin farm. All things were later closed.
As the then chief of police points out in the certificate, the criminal group is prone to committing serious crimes - such as extortion, robberies, murders, causing serious harm to health, hooliganism, and rape. Pavel Kornienko served as chief of police from 1991 to 2001.

On December 3, Dmitry Medvedev instructed the governor of the Krasnodar Territory Alexander Tkachev and his envoy in the Southern Federal District Vladimir Ustinov in two weeks to find officials who allowed the activities of the criminal group in the village of Kushchevskaya. “I instruct the governor and the authorized representative of the president to conduct the necessary audit. And according to the results of this audit, to submit proposals, firstly, about the responsibility of involved persons, if they are found,” Medvedev said.
On Thursday, it also became known that the prosecutor of the Kushchevsky district of the Kuban and his deputy were reduced in office, another deputy prosecutor was dismissed. In addition, three deputies of the prosecutor of the Krasnodar Territory - Evgeny Chuprov, Valery Ryabokonv and Anton Gorobtsov - are brought to disciplinary responsibility. Prosecutor General Yuri Chaika indicated to the regional prosecutor Leonid Korzhinek the need to quickly eliminate gross violations of the law and shortcomings in supervisory activities.
In addition, the Commission of the Prosecutor General’s Office demanded to cancel one and a half thousand illegal procedural decisions made in the Krasnodar Territory, as well as restore 242 crime covered by the police. 88 decisions on refusal to initiate criminal cases issued by investigators of the Office of the IC in the Krasnodar Territory were recognized as illegal. The prosecutors demanded to initiate more than a dozen criminal cases of murders on the facts of unknown disappearance of citizens under criminal circumstances.
Earlier, the head of the Kushchevsky District Department of Internal Affairs and the deputy head of the district administration were dismissed, and the head of the local branch of the regional center for the fight against extremism of Alexander Khodych was arrested for extortion.
