However, Marat Khusnullin has already outlined the circle of persons responsible for the release of permits and the terms of their work. According to him, exclusively departments of urban planning and construction, independent units of the construction complex, the Moskomarchitecture and the Moskom -Expertise, as well as the Gosstroynadzor will engage in the assessment of construction facilities.
The leaders of other industry structures should play exclusively the role of “partners”, but not persons who make decisions. In particular, according to Mr. Khusnullin, now builders will need the assistance of the Department of Economic Policy and Development of the city to evaluate the designed transport schemes. “Now decisions are made as we need, but they do not have an economic assessment. But the transport schemes that we say today can rest in the absence of money, ”he called on city economists to join the development of construction plans. The official believes the “Center for responsibility”, the construction department should become, which will conduct the facility from the preparation of the construction site to commissioning. It is this agency that should become a single state customer and be responsible for the development of budget funds.

Experts of the Institute of Economics of the City of Economics Foundation believe that delaying the deadlines for registration of permits is one of the most common forms of administrative pressure in the construction sector. The legal adviser of the Institute of Economics of the City Tatyana Vukolova told the “News Time” that the intricate routes for the approval of project documentation could be both the result of ineffective management and part of the corruption schemes. According to Ms. Vukolova, partly this problem can be solved simply by a “political will”.
According to the representative of the Association of the Builders of Russia Alexander Folomeshin, the reduction in the terms of approval of permits for builders is one of the most pressing issues, since investment contracts are strictly attached to the time. “Now this is the main obstacle for the builders in order to go to the construction site in time. The duration of this procedure also affects the cost of the process. Developers, as a rule, attract third-party funds, and the faster the object will put into operation, the faster the developer will return the borrowed funds, ”Mr. Folomein said in an interview with the correspondent of“ News Time ”.
According to him, now the capital builders with conflicting feelings await the inventory with the new leadership of the city of old investment contracts.
