Russian President Dmitry Medvedev, at a meeting of the country's Security Council on December 13, instructed the government to develop an energy security doctrine. reports this RIA Novosti . Previously, Russia had already adopted an energy strategy and a general scheme for the development of electric power facilities, as well as the oil and gas industries.

According to Medvedev, the new doctrine is needed in order to establish “elementary order” in the sphere, as well as to modernize the fuel and energy complex (FEC).

The President noted that now in Russia gas is unjustifiably often used at power plants. “We are still unjustifiably wasting our gas reserves by switching to ‘blue fuel’ even those thermal power plants and boiler houses where coal could be used efficiently,” Interfax quotes the president as saying .

In his speech, the president also touched on new technologies. In his opinion, the introduction of nanomaterials, as well as the use of Russian supercomputers, should have a significant effect in the industry.

Russia's energy strategy states that over the next 20 years, investments in the oil complex alone will amount to between $609 and $625 billion. Due to this, it is planned to increase production from approximately 500 million tons to 535-540 million tons. In the gas industry, production will increase from 582 to 880-940 billion cubic meters. In the electricity sector, production will almost double to 1.8-2.2 trillion kilowatt-hours.
