The government ordered regions to solve the problem of deceived equity holders by mid -2012

By mid -2012, the state plans to solve the problem of deceived equity holders, who are about 60 thousand in Russia, regional authorities should do this, the deputy head of the Ministry of Regional Development of Konstantin Korolevsky on Friday at a selector meeting with representatives of the constituent entities of the Russian Federation said.

"The work must be organized so that by mid -2012 it is completed. So that all those deceived equity holders who are now registered have left this category. This is the task of the constituent entities of the Russian Federation," Royalsky said. It is quoted by RIA Novosti .

According to the official, such a period was established at the first meeting of the Coordinating Council under the Government of the Russian Federation to promote housing construction, carried out with the involvement of individuals. The selector meeting of the Ministry of Regional Development with the constituent entities of the Russian Federation on the problem of deceived equity holders also passed for the first time, the deputy minister said.

As the royal to journalists explained, the problem will be solved primarily by attracting private investments. He expressed the opinion that the regional authorities should show a "creative approach" to its decision.

During the selector meeting, the deputy minister instructed the regional authorities until December 25 to submit accurate data to the Ministry of Regional Development for all problematic construction objects and the exact number of deceived equity holders, and on the basis of these data, a general plan for the completion of the construction of such facilities will be drawn up.

Korolevsky told reporters after the meeting that it was necessary in parallel with the solution of the problems of deceived equity holders to improve the legislation so that such a situation would not arise in the future. In his opinion, one of the useful innovations could be the creation of a new type of self -regulatory organizations (SRO) for developers who build housing using shared financing from the owners of apartments.

According to the deputy minister, of about 60 thousand deceived equity holders, more than 30 thousand are in 20 most problematic regions. He added that the worst situation in the Krasnodar Territory, where 5.148 thousand deceived equity holders are registered. As the representative of the region explained at a selector meeting, problems with the completion of construction arose in two construction companies that erect housing in Krasnodar and Sochi . According to him, an agreement on the completion of construction has already been reached in Krasnodar, a solution has not yet been found in Sochi.
