In 2010, the Togliatti Automobile Plant presented a development program for a period of 10 years and worth 183 billion rubles. However, before launching this program, AvtoVAZ received substantial assistance from the budget - 65 billion rubles for debt restructuring. But the state did not provide the main support to the enterprise from the treasury, but the adoption of a program for the disposal of old cars. Half of the nearly 600 thousand cars that the plant sold in 2010 were sold precisely under the disposal program. The state made sure that AvtoVAZ was where to sell cars collected for budget money.
