Will this change our law enforcement system? Do you mean Saakashvili and his government? Kovara: Yes. And still quite consistently observe this maxim.
And that is enough? Enough to start any reform. Further a matter of technology. By the way, our police are not in such poor condition compared to the 90s. The level of culture and professionalism has grown.
The jury does not confirm this. This is the second question - do they want to disclose crimes? They don't want to. Either for money, or if they asked on top. But in general, the system is working, it can be quickly “trusted”. There is one systemic problem: over the past 20 years, we have increased the middle class, and in the internal affairs bodies you also need to have this layer. So that a person after Moscow State University is not disgusting to go there. In Georgia, it was done. There, young people aged 20 to 23 years of age come to the police, for whom this work is not from hopelessness, but a certain start in life. They have social guarantees: pension, benefits for entering work, etc. And most importantly, there they created the General Inspectorate, which daily, every day invents provocations for internal affairs officers, and now for the entire state authority. They are sophisticated, very well financial, and this allows you to pull all the time out of the villagers system, who are trying to violate the generally accepted rules.
Can we do it? We have this gigantic problem. Corruption reaches the very top, so I absolutely do not understand how to carry out reform.
To kill the mafia Saakashvili struck Georgian organized crime. The Criminal Code introduced increased liability for thieves in law. This concept was directly driven into the code. If a person under the video says: “I am a thief” (and he cannot but say, otherwise he will be disconnected) - he immediately receives 15 years. And they immediately ran from Georgia. And this means that the environment, which fed the purchased chiefs of the police, prosecutors, etc., began to be cleaned - they stopped paying money! After that, it was possible to change the police chiefs, put young children, give them a normal salary. We have no one fights with organized crime.
A lot says that we can both open and close the criminal case for money. What are the prices, how much does it cost? It all depends on what the ultimate goal is. Suppose they want to capture a large enterprise, which costs $ 10 million. The price of the issue is 10%, that is, $ 1 million is being bribed for those law enforcement officers who carry out the raider seizure. True, they can say: “Million is not enough,” the amount doubles, if a fluid object can reach 30%. Accordingly, if the price of the issue is $ 100 million, then $ 30 million goes to bribe law enforcement officers.
What is the meaning of the Ministry of Internal Affairs to go to reform the system, if it allows you to get millions? The system of the Ministry of Internal Affairs is destroyed. Under Schelokov1 there was a pyramidal structure, and now each unit is controlled by someone from above, and it is not clear who. There are several forces of influence, and there are some agreements between them. And I do not see the ministries as a whole now. In the new structure of the Ministry to combat organized crime, as many as 15 people out of 1 million 300 thousand police officers were allocated!
How much is it necessary? The whole department should work. Because organic matter is a form of social organization of our society.

Let's remember how the reform of the Ministry of Internal Affairs began: from a madman Evsyukov. That Evsyukov is an inadequate person, there is no doubt. Who do we hire and who serves us there? There is a check at the entrance, and then it is not conducted: neither for alcoholism, nor on drug addiction, nor for mental anomalies, nor for corruption is checked. Growing and psychological deformation begins when a person has worked for several months. He came with romantic feelings, and they say to him: refuse, take bribes, go beat ... last year more than 100 thousand police officers were punished for disciplinary offenses. Of these, 60%-for gross violations in accounting and registration discipline. Covering of crimes, rudeness in relation to citizens when accepting applications. As a crime, only every twelfth and thirteenth statement is executed, the rest goes into the material on the refusal of criminal cases. Ovchinsky: Change the entire registration and registration discipline, make it according to international standards and spend the money that will replace signs to a normal information system. Restore an organized crime unit. How can you fight corruption without fighting the mafia? After all, it is organized crime that creates corruption networks to receive superprofits.
