
The St. Petersburg businessman Sergei Kolesnikov, who told President Dmitry Medvedev about the corruption construction of the palace worth more than a billion dollars for Prime Minister Vladimir Putin, clarified the details of the scandal in an interview with Novaya Gazeta . He stated that the success of any large business in Russia today depends on whether its highest power supports. No large projects that have not been related to the authorities have recently been developing. This corruption vertical, according to him, was built by Putin and is used by him for personal enrichment.
Kolesnikov recalls that his longtime business partner Nikolai Shamalov in 2000 turned to him as a shareholder of the medical company Petromed with a proposal from Putin, who at that time as president, to implement a number of major state health contracts. The condition for receiving contracts Putin set the formation of a financial fund in the amount of 35% of their amount with assumption that this money will be directed exclusively in the development of the Russian economy, and not for personal use.
The shareholders of Petromeda agreed to form this fund at the expense of their profit. The legitimate ways for the implementation of this goal were developed by Russian and Western lawyers, the businessman claims. The receipts were carried out according to official documents only from individuals or companies, including oligarchs Roman Abramovich and Alexei Mordashov.
In 2005, as Kolesnikov said, fulfilling Putin’s instructions, Shamalov instructed entrepreneurs involved in contracts to create a company of Rosinvest LLC, which quickly became an active depositor into a number of high -tech projects in Russia. For four years, the company really prepared and partially implemented projects in the field of shipbuilding, construction, forestry.
Putin really liked the center of cardiovascular surgery in Penza, which was assembled from special construction modules produced in Germany. Such a technology allows you to build a “turnkey” large medical center within one year, while in Russia it takes 15 years to build a hospital. Businessmen were given the task: to establish a similar production of construction modules in Russia, and Rosinvest implemented this project in Cherepovets - in December 2008 the first modules were made.
There was a project "Primorsky shipyard", continues Sergey Kolesnikov. According to the plan, at this shipyard, ships should be made with a displacement of more than 90 thousand tons - they are used in the production and processing of oil and are now produced only abroad.
However, after the financial crisis of 2008, according to Kolesnikov, Rosinvest, by personal order of Putin, transferred by the same Shamalov, suspended work on all the listed projects and concentrated all efforts and finances on the so -called "South Project" - the construction of the "rest house", or rather a luxurious palace in the Italian style and a vineyard for the production of elite wines on the shore Black Sea.
As follows from the letter of businessman Medvedev, the total area occupied by this palace project grew to tens of thousands of square meters, and the project itself became a modern version of Peterhof - the Tsarist Palace with a vast park in the vicinity of St. Petersburg.
