Blue color corresponds to an increased threat level of terrorist attacks, yellow - high, red - critical. Each level involves a certain set of measures that state authorities and local governments are obliged to take. The procedure for “setting levels will be determined by the president,” Deputy Director of the FSB, State Secretary Yuri Gorbunov explained to deputies yesterday, emphasizing that the bill provides for “the adoption of measures that do not limit human rights.” There was no need to persuade the Duma members to approve the bill - they did it unanimously.

True, communist Vladimir Kashin said that his faction “is waiting for more serious proposals from the special services that could prevent the wave of these crimes, terrorist acts and these insinuations equated to them, as well as poverty, loss of life, suicides and suicides.” Communist Kashin is confident that it is necessary to eradicate “economic terrorism, when the main funds of the richest country are concentrated in a separate small group of people.” It is also necessary to combat “terrorism associated with spiritual life, which is propagated by the media.”
