The well-known mayor of the Moscow region city of Khimki, Vladimir Strelchenko, defended his dissertation for the degree of Doctor of Political Science. The defense took place on January 27, 2011 at the Dissertation Council 502.006.14 at the Russian Academy of Public Administration under the President of the Russian Federation. As an employee of the Civil Registry Office told us, during the secret ballot only one “black ball” was thrown against Strelchenko; out of 22 members of the dissident council, 18 were present, and 17 people voted “for”. Representatives of the media were present at the defense.
The topic of his work: “Regional security in the Russian Federation: theory, policy and strategy” (specialty: 23.00.02 - political institutions, processes and technologies).
Now the decision on the doctoral degree of the mayor of Khimki must be made by the Higher Attestation Commission. We wondered who helped the mayor of Khimki prepare his dissertation. Perhaps it would be worth mentioning the names of these scientists.
The abstract of the dissertation [1] states that the work was carried out at the Department of National and Federal Relations of the same Civil Registry. The leading organization for the preparation of this scientific work was INION RAS. The scientific consultant for the work was Dr. watered Sciences, Professor RAGS Anatoly Vasilievich Vozzhenikov. From the information from the Civil Registry Office website it follows that he is also the deputy. Head of the Department of Postgraduate and Doctoral Studies of the RAGS [2].

It is worth noting that on the dissertation council page 502.006.14 there is no information about Strelchenko’s defense [5]. A search on the academy's website showed that this council is headed by Dr. history sciences, professor, honored worker of science of the Russian Federation, member of the editorial board of the journal “Sociology and Power” Vyacheslav Aleksandrovich Mikhailov [6]. In No. 3, 2009, this magazine published an article by V.V. Strelchenko on security. It is interesting that in the list of authors in Russian and English the following address is given for contacting the mayor of Khimki : vozzhenikov@ur.rags.ru (apparently, this is the address of the scientific consultant of the dissertation A.V. Vozzhenikov).
List of publications by V.V. Strelchenko has 23 items, among them, number 22, there is information about a joint publication of the mayor of Khimki with Academician of the Russian Academy of Sciences Alexander Dmitrievich Nekipelov:

The third co-author of this report is Igor Vladimirovich Zorin, Rector of the Russian International Academy of Tourism, Dr. ped. Sciences, Ph.D. geogr. sciences, professor, full member of the Russian Academy of Natural Sciences [8].
On the Khimki website, along with the news about the successful defense and congratulations to Strelchenko from the Khimki public, the following words of the mayor are given: “The latest events that are taking place show how relevant the problem of ensuring regional security is for us. We are still at the beginning of the formation of a federal structure of the state, but already at this stage it is necessary to use all levels to ensure security in the regions, in order to ensure national security as a whole” [9].
