The second criminal case was opened on the cut of budget funds in the St. Petersburg Conservatory

The Main Investigative Department of the Investigative Committee of the Russian Federation for St. Petersburg opened a criminal case on the grounds of fraud in the operation of roof repair in the St. Petersburg conservatory namedhimsky-Korsakov, Interfax reports with reference to the department’s website.

Violations led in January to flooding of ballet classes, audiences and libraries with unique manuscripts.

The criminal case is in proceedings under part 4 of Article 159 of the Criminal Code of the Russian Federation - "Fraud committed on a large amount."

From the materials of the criminal case it follows that on April 15, 2010 between the St. Petersburg State Conservatory. Rimsky-Korsakov and Olympstroy LLC concluded an agreement according to which the LLC obliged to carry out emergency work on the repair of the roof in the conservatory building within a period of not more than two days from the date of receipt of the advance payment.

"On August 13, 2010, the work under this agreement was accepted by the conservatory employees, funds in the amount of more than 6 million 700 thousand rubles were transferred to Olympstroy LLC, the report said.

During the internal official investigation, significant discrepancies were established in the amount of work declared for payment and actually completed, which led to the overestimation of the estimated cost of 6 million 300 thousand rubles, the TFR noted.

As reported, the prosecutor's office of St. Petersburg revealed numerous violations during the roof repair work in the Conservatory of Im.mimsky-Korsakov.

After conducting an audit, the prosecutor's office established financial abuses and unfair performance of contractual obligations by representatives of the customer and contractor under a roof repair agreement. Earlier, the head of the department of operation of the university, Vadim Konoplev, informed the agency that the premises of the St. Petersburg State Conservatory named aftermorsky-Korsakov in the building on the theater square were flooded with water due to leaks in the roof.

The interlocutor emphasized that the leaks began at the end of November, although in the summer of 2010 the roof of the building was carried out.

This is the second case, in which the oldest conservatory of Russia appears. At the end of December last year, the SK opened a criminal case under the article "Fraud" under another state contract concluded by the leadership of the Conservatory.

The investigation established that in December 2009, the educational institution and the Coleift company entered into a contract by which the latter pledged to develop and introduce software and technical systems for automation of the conservatory activities. Payment was made in full, but the work was not completed. According to investigators, about 7 million rubles were stolen from the federal budget of the Russian Federation. The accusations in the framework of this case are not brought to anyone.

The rector of the St. Petersburg Conservatory Sergey Stadler said that he had already fired the responsible for the work of the roof repair - the vice -rector for economics and finance Sergey Smolyaninov, writes New Gazeta .

Smolyaninov himself cannot be addressed with dates and facts: “The audit ended on November 18, and I was fired on October 11, 2010. Now I am restored in court, since my dismissal is illegally and absurd: I have been blamed for improper storage of scenery, to which I had no relationship at all. The act of acceptance of the Olympstroy LLC is not my signature, since July 22, 2010, in the presence of high -ranking officials of the Ministry of Culture, the rector deprived me of the right to sign documents and resolve cash issues.

The newspaper notes that the violinist and conductor Stadler and banker Smolyanin came to the conservatory in June 2008 not only at the same time, but also together - like a team. According to their revelations of that period, one is to "conduct", the second - "lead." But, apparently, the Stadler is just tired of conducting.

Today, the rector argues that the autograph on the documents is not him, and requires a handwriting examination. He also complains that the papers for the signature were “slipped” by employees of the conservatory - head of the Operation Department Evgeny Paderin and the head of the capital construction department Ekaterina Tovstenko, who will be dismissed immediately after leaving the sick leave. Paderin and Tovstenko, after analyzing flights, were really "ill" and now at the same time the unsightly details of the conservative business cuisine are revealed with the ex-Primezor.

St. Petersburg State Conservatory. N.A. Rimsky-Korsakov was opened as a higher musical educational institution in 1862. Its first graduate was Peter Tchaikovsky, who graduated from the conservatory in 1865 with a large silver medal. Among the famous graduates: Dmitry Shostakovich, Iosif Shillinger, Sergey Slonimsky, Sergey Prokofiev, Gal Rashe, Yakov Haifets, Elena Obraztsova and others.

The building, in which the conservatory is now located, was erected in 1896 (architect Vladimir Nicolas) on the site of the building of a large (stone) theater. The foundations and walls of the latter were saved and included in the new building, which today is a federal architectural monument. In 1912, according to the project of the architect Trown Bardt, a restructuring of the Great Hall and the expansion of the building was carried out.
