
On February 9, President Dmitry Medvedev signed a decree “Questions of the Ministry of Culture of the Russian Federation”, which “in order to optimize the structure of federal executive bodies”, abolished the Federal Service for Supervision of Compliance with the Legislation in the Field of Cultural Heritage (Roskhozh protectures). The supervisory functions in the field of cultural heritage protection were transferred directly to the Ministry of Culture of Russia. It will also become the assignee of Rososh security culture.
The fact that the department was liquidated was known in the fall: knowing about this, the head of the Roosculture Alexander Kibovsky transferred to the post of head of the capital's department for the state protection of monuments. But the decree was signed only now.
The Minister of Culture Alexander Avdeev assures that the abolition of the Roosculture with the transfer of its functions to the profile ministry is a “optimal option in which the status of both the entire direction and the unit in charge of ensuring the safety and protection of cultural heritage in our country will be significantly increased.” According to him, "in the previous status of Rososh security culture as a service did not scare those who violate the security zones, destroy the monuments." However, this optimism is seen not quite justified.
Firstly, very scared. Where the federal department took a tough position - for example, in St. Petersburg, the local authorities had to retreat. Without this, city-defenders could not allow the construction of a skyscraper on Moskovsky Prospekt on the site of the demolished cinema Zenit and the seven-story business center on the university embankment. And in the story with Okhta Center, the consistent position of Rososh security culture played one of the main roles in the victory of the city-protective movement over the Gazprom skyscraper. And it is no coincidence that the governor of St. Petersburg Valentina Matvienko recently called for excluding Petersburg from the list of historical settlements in order to get rid of the need to coordinate urban planning plans with the Rosocracks, threatening the historical appearance of the city. Fortunately, this proposal was rejected - acting The head of the department, Viktor Petrakov, said that "this wish will not be implemented," because "both experts and the public are opposed to initiatives of this kind."
Of course, not always and not everywhere, Rososhran culture showed such a sequence, but gradually the security department became a serious obstacle to attempts to destroy historical buildings and distort the historical panoramas of Russian cities, where there are objects of cultural heritage. Yes, and Rososhran culture worked for only two and a half years-from May 2008, when she received the status of a federal executive body, which was under the jurisdiction of the Ministry of Culture, but who subordinated directly to the Russian government.
Secondly, as the ex-head of the department Alexander Kibovsky admits, "practice shows that reorganization suspenses the pace of work for at least a year, and because of this it leaves a lot of old personnel." And the protection of the monuments is the area where such a “suspension”, and even more so for a year, is simply deadly: it is no longer possible to restore the destroyed monuments in its former form. You can only replace with a retail.
And thirdly, according to the co-chair of the St. Petersburg branch of VOPIIK, Alexander Margolis, in Russia, the state bodies of the protection of monuments in the field, and the only “guarantor from the robbery of developers, investors and corrupt officials” are so weakened, are federal heritage protection authorities.
“Over two years, Rososhran culture has managed to have a lot,” he says. - Why was it two years to create to disperse now? The functions of the Rosoculture are transmitted by the Ministry of Culture - the least influential in the government and the least provided to the ministry. Probably, now the Deputy Minister with the powers of the former Rososhran culture will appear. But inside the ministry, this problem will be the last thing - they have a lot of other functions, and this deputy minister will be bound hand and foot: while he reaches the Cabinet of the Minister, he will not be able to decide or agree on anything serious. It is also alarming that the president’s decree was signed without the surname of this conditional deputy minister, who will be responsible for this. If there was a name, we could evaluate what kind of person it is and with what reputation. Therefore, I do not feel any delight about what happened ... "
I remember, in 2004, when the Kremlin conducted the administrative reform named after Dmitry Kozak, we were talked a lot about foreign experience, where the bodies that determine state policy (ministries) are separated from bodies that implement and control this policy (agency and services). Now, apparently, the concept has changed. And for monuments of history and culture, apparently, this does not bode well.
