The Ministry of Regional Development expects that since 2012, the estimated prices of state buildings should decrease by at least 20-30% due to new prices for prices, the Kommersant newspaper writes.

As the newspaper recalls, from tomorrow, new standards for the construction price (NCS) of non -production facilities and engineering infrastructure prepared by the Ministry of Regional Development will come into force, on the basis of which Russian subjects will now be obliged to form their applications already to the 2012 budget.

This will be the first renewal of the regulatory framework in almost 20 years; Until recently, the outdated approaches of the late 80s were acting, and only the annual coefficient with inflation was changed, etc. Recently, standards for state buildings were also subjected to the same update.

As the Deputy Minister of Regional Development of the Russian Federation, Konstantin Korolevsky, explained, the adoption of new collections will not allow customers and designers, as before, to inflate the final cost of construction and delay the terms of construction of facilities.

In the calculation price, the Ministry of Regional Development put all construction and installation work, overhead costs, estimates, costs of design and survey work, project examination, construction control, etc. Among the unaccounted for land, land tax during the construction period, a fee for connecting to external engineering networks, the cost of preparing the territory for development. Now, when forming a budget application, these indicators will have to sign separately and calculate, according to the analysis of previously implemented analogue projects.

Korolevsky noted that this was done so that those who will form a budget application could “decompose an object as a designer” and, if desired, to isolate from the norm those indicators that are not needed when erecting a particular school, bridge or road.
