In Chukotka, March 13th is an election. The most famous of the Russian speakers of regional parliaments, Roman Abramovich, is again running for deputies, and therefore, by law, he is obliged to provide voters with information about his property and income - his and his family members. What can be included in the declaration of a well-known connoisseur of yachts, villas and aircraft?

The former governor of the Chukotka Autonomous Okrug, and now the speaker of the local parliament, Roman Abramovich, is running for self-nomination - that is, he does not represent any party. We will not call him a businessman, an oligarch or simply an entrepreneur, since the official information about the candidate published on the website of the local election commission indicates that Roman Arkadyevich's main place of work is the position of chairman of the Duma of the Chukotka Autonomous Okrug.
The media portrait of candidate Roman Abramovich consists of several hypostases. European and American journalists constantly publish reports about his new fashionable purchases, creating the image of a billionaire who can almost without hesitation spend amounts of the order that is available to a very narrow circle of people living on this planet. Chukotka journalists paint the image of a caring benefactor - an exemplary civil servant, ex-governor, speaker of the regional parliament, philanthropist. Russian federal media periodically lean to one or the other pole, trying to deduce something arithmetic mean.
In addition to media portraits, there is Roman Arkadyevich himself, who, apparently, is constantly forced to maneuver between his reincarnations: trying to keep in his hands the property business attributed to him by journalists, keeping secret all the main ownership schemes recorded on several Cypriot trusts, the ultimate beneficiary of which is in a number of cases, according to the authors of the book "The Abramovich Principle", are his children. And all this in a constantly changing legal reality that requires more and more transparency. Today, this reality is such that civil servants (whose status includes deputies), and even more so from candidates for deputies, according to federal and local laws, presidential decrees and resolutions of the election commission, are required to publish information about their and family income and property - on website of the relevant department or body, as well as in the media.
In 2009, after the announcement of the president's initiative to declare incomes by officials, VTsIOM conducted a survey, according to the results of which 5% are interested in the declarations of all officials, 3% are interested in the declarations of representatives of local authorities, 1% would like to get information about the income of Roman Abramovich (that is, legally justified interest in the disclosure of information about his income is shown by at least 9 percent of Russian citizens).
According to the decision of the electoral committee of the Chukotka Autonomous Okrug No. 82/350 dated October 26, 2010, information about candidates, as well as their personal and family income and property, must be transferred to the Krayniy Sever newspaper within 48 hours after registration is completed. The end of registration of all candidates for the Duma of the Chukotka Autonomous Okrug was officially announced on February 2. Since we have not yet been able to find this information on the website of the Krayniy Sever newspaper or on the website of the election committee of Chukotka, Novaya decided to fill this gap by using available information from open sources*. And although representatives of Roman Abramovich traditionally do not comment on everything related to his personal expenses, considering this non-public information, we still hope that comments will follow in this case. And we expect that his current income will turn out to be more than 12 million 390 thousand 950 rubles declared in the late 90s, and his property will not be limited to the only car VAZ-2106 (R. Abramovich ran for the State Duma in 1999, and then in the media for the first and the last time there was official information about his income and property. — D.P., D.Sh. ).
In fact, Roman Abramovich has three options:
Issue a declaration similar to the one that was in the late 90s, that is, pretend to be "poor." The downside of this choice is obvious: not comme il faut. Since most of what he owns has long been an open secret.
Do not declare anything publicly, like all the last decade. The disadvantage of such a choice is that today it is a clear violation of the law and the presidential decree, and in the public sphere in a frank manner, as a rule, they try not to allow even the completely self-confident powers that be.
Declare everything as it is. The advantage of this choice is that the positions in terms of transparency are significantly strengthened, the image of the creator of a positive trend and the very first civil servant in Russia with immunity from corruption is being formed. The downside is that this threatens with another “smearing” in the tabloids and criticism from “colleagues in the shop”, which this will also inevitably force them to move towards transparency. Then it may take a supply of quality arguments, a good PR team, and some serious personal courage to turn the negatives into positives.
So, what would the published information about Roman Abramovich's income look like if he agreed to the third option - "to declare everything as it is."
Total income
The state is from 328 billion 720 million to 348 billion 762 million rubles (according to Forbes and The Times for the last year, hereinafter all amounts are given in rubles, taking into account the current exchange rate of the dollar, pound sterling and other currencies). According to the latest rating-2011 of the magazine "Finance" - 521.2 billion rubles.
The average annual increase is 15 billion 161 million 721 thousand rubles (according to The Times).
Real estate:
Note. After the divorce of Roman Abramovich and Irina Malandina, a number of media reported that she had received a villa in West Sussex in the UK, two apartments in London and a castle in France. At the same time, there are still those who claim that in a situation where real estate objects could be registered in the name of children, such a status quo could be preserved even after a divorce. Therefore, they are left on this list.

So, today, according to experts and the media, Roman Abramovich's fortune is more than 500 billion rubles. The well-known Chukchi parliamentarian and global entrepreneur made it in different conditions than modern billionaire inventors, such as Microsoft founder Bill Gates or Google founder Sergey Brin. The phenomenon of Roman Abramovich has finally taken shape in the system of coordinates of the Russian political and economic reality of the last 12 years, one of the architects of which was Prime Minister Vladimir Putin and his close circle of colleagues.
One of the main conditions for survival in the matrix of this model was the game according to concepts - the rules established by a narrow circle of its players. Roman Abramovich seems to have always accurately caught these signs. This is noticeable in his role in transactions with the two-time sale of Sibneft. In 2003, for $ 3 billion to Yukos (the deal fell through on the initiative of Abramovich after the start of the Khodorkovsky trial). As a result of the sale to Gazprom for $13 billion, the new status quo allowed the gas monopoly to strengthen its position, and Roman Abramovich to become a multibillionaire with free funds to buy new assets, that is, to go into a freer world navigation. And recently another remarkable story happened - with the sale of shares of Channel One. Abramovich's blocking stake was transferred to a media group affiliated with Premier League businessman Yuri Kovalchuk.
