The reason is the already pretty boring “problem of 2012”: appointing Sergei Sobyanin the head of the capital's United Russia, the prime minister thereby emphasizes: Moscow is behind him, “risking the loss of control over the city in which there are 7 million voters, Putin does not want to,” says the United Russia functionary, who spoke on the basis of anonymity: he probably did not get acquainted well with the new agitator.

The rehearsal is the main headache of the party leadership - the fall of the ratings of United Russia: the last survey of a completely friendly VTIMA showed that in only one month, from January to February, it amounted to 4%. At the start of each campaign, the party leaders traditionally gathered journalists to report on new electoral peaks that will be taken according to the results of the next universal vote day. The current campaign was an exception in this sense. Before March 13, when the parliaments of 12 regions are elected, the interlocutors in United Russia recognize: the task is not to improve indicators - to maintain the current position and that problem. The main thing is to avoid a collapse. “It is comforting that the rating of“ United Russia ”does not fall in favor of competitors, he simply falls in itself: those who used to go to areas to vote for a party of power will now not go there,” says one of the EP political technologists. And the “agitator-2011” explains why: “As a fundamental standard of a democratic society, the president called the inner feeling of freedom for each person and the conviction that he lives in a democratic society,” the spirit-lifting document says.

They try to save the situation with an administrative resource: with a draw, during which the place of one or another party in ballots for voting is determined, the United Russia once again defeated the theory of probability and took the first line in the ballots of six regions out of twelve.
