From the declassified correspondence of the US Embassy in Tripoli it follows that Muammar Gaddafi tried to put pressure on American oil producing companies, trying to force them to reimburse Tripoli $ 1.5 billion, which the Libyan authorities paid in 2008 on charges of terrorist actions in the 1980s. Three years ago, payments on charges of terrorism were a key factor in improving the interstate relations of Libya and the USA. Moreover, initially the official Tripoli was supposed to pay $ 1.8 billion.

Then one of the sons of Gaddafi, the national security adviser to Muatassim al-Kaddafi, demanded $ 1.2 billion with money or oil from oil corporations. Moreover, he acted on behalf of the National Libyan Oil Company.

The dispatches published by Wikileaks also shed light on the attitude of Gaddafi to Saudi Arabia. According to one of the dispatch, in 2006, Gaddafi tried to put pressure on the United States so that they call on the people of Saudi Arabia to self -determination.
Gaddafi also met with the Democrat of Tom Landos, who in those years was a member of the US International Relations Committee and was in Libya on the outskirts of Sirte. At the meeting, Gaddafi called for creating a secular Jewish-Palistine state of Isratin on the basis of Israel and Palestine.
