
Russia's accession to a single European roaming model can, according to the Minister of Communications and Mass Communications of Russia Igor Schegolev, contribute to the speedy reduction in tariffs and intra -Russian roaming.
The minister explained his position in an interview with Russia 24 by the fact that the tariffs for voice services will decrease rapidly, and the operators will receive the main profit from the transfer of data, applications and new services, RIA Novosti reports.
“The next step, of course, will be the solution to the problems of our national roaming. As soon as we agree what roaming is, for which money is charged, it will become clear that national roaming is a model that came from the past, and which has no place in the near future and even in the present,” said Schegolev.
At the same time, according to Schegovlev, the European model of tariff regulation should also apply to the formation of prices for data transfer services.
"Tariffs for data transfer should also be formed according to clear understandable tariffs. Those models we are talking about will have to be fully used for data transfer," said the head of the Ministry of Communications, noting that in Europe, data transfer services are paid "on the basis of clear wholesale tariffs."
“We believe that the dialogue that is now being conducted with the European Union will solve a lot of problems in developing clear understandable rules of the game, including in the Russian market,” the Russian official noted.
Speaking about the agreement reached with the European Commission regarding roaring tariffs, Schegolev said that "this will be the subject of our constant control and our permanent discussions."
According to the minister, in the near future this topic will be discussed in detail by Russian experts. "We expect that further steps will be established at this meeting to the goal we set," said Schegolev.
Recall that the head of the Federal Antimonopoly Service Igor Artemyev also used to cancel the intra -network roaming system of mobile operators of the Russian Federation. “There can be no roaming within the same network, because roaming is the switching from the network to the network,” said Artemyev.
We also recall that Russian cellular operators who do not want to abandon roaming within the country refer to the rules of the intercity and zone completion of the call approved by the government, "implying additional expenses from the operator."
A decrease in the cost of services in intra -network roaming will be compensated by the growth of tariffs for local communication or other services, the operators have repeatedly stated, saying that the cost of roaming services is transparent and relevant costs that the operator carries for the construction of the network, the organization of the call transfer using transport channels, support for infrastructure, etc.
